| Abstract: | Vnitřní předpisy jsou chápány jako vnitřní procedurální formy k zajištění bezproblé-mového chodu úřadu. Úkolem práce je provést analýzu stavu vnitřních předpisů v malých obcích. Cílem práce je na základě výsledků z analýzy navrhnout potřebná do-poručení. Analýza stavu vnitřních předpisů probíhala na vybraném výzkumném vzor-ku. Stanoveny byly dílčí cíle, které byly naplňovány pomocí dvou výzkumných metod. První metodou byly standardizované rozhovory, druhou pak studium dokumentů. Na základě výsledků byla navrhnuta vnitřní směrnici, která upravuje vydávání vnitřních předpisů na obcích. Pomocí této směrnice mohou být odstraněny zjištěné nedostatky ve stavu vnitřních předpisů na malých obcích. |

| Abstract: | The internal regulations are interpreted like internal procedural forms to assure a smooth office work. The task of the thesis is to analyze the state of internal regulations in small Municipalities. The aim of the thesis is to propose the necessary recommendations resulting from the analysis. The analysis of state internal regulations was realized on selected research sample. The author of the thesis determined partial aims, which were fulfilled through two research methods. The first research method was standardized interviews, the second method was study of documents. On the base of the analysis was proposed an internal regulation, which adjust issuing of internal regulations in Municipalities. This regulation may serve to eliminate the lacks of internal regulations in small Municipalities. |
