| Abstract: | Cílem této práce bylo zkoumat vliv členských států a institucí EU na formování Evropského veřejného žalobce. Podstatou bylo zjistit, jaký vliv uplatnily během vývoje této instituce členské státy na jedné straně a instituce EU (především Komise) na straně druhé. Byl zjištěn rozhodující vliv Komise na zakotvení článku o Úřadu evropského veřejného žalobce do Smlouvy o Ústavě, což se promítlo i do Lisabonské smlouvy. Naopak při vyjednávání o nařízení o Úřadu evropského veřejného žalobce se uplatnil vliv členských států, které návrh Komise velmi oslabily. |

| Abstract: | The aim of this thesis was to study the influence of member states and EU institutions on the formation of the European Public Prosecutor. The goal was to discover how members states on the one hand and EU institutions on the other hand managed to apply its influence during its development. The decisive influence of the Commission was confirmed in its successful negotiation which led to the adoption of the EPPO article into the Treaty establishing a Constitution from which it was adopted into the Lisbon Treaty. Conversely, during the negotiatons on the EPPO regulation member states used their influence to weaken the Commission's proposal on the regulation. |
