| Abstract: | Téma bakalářské práce se zaměřuje na sociální zabezpečení cizinců z pohledu českého práva. S tímto systémem se může setkat jakákoliv osoba, zejména když osobu postihne jedna ze sociálních událostí.Cílem práce je zhodnotit situaci týkající se oblasti sociálního zabezpečení České republiky, které se vztahuje na cizince z EU a třetích zemí. Dalším cílem je vyhodnotit, na jaké dávky mají tyto osoby nárok a jaké podmínky musí splnit. Na konec zjistit, jaké dávky jsou nejčastěji cizinci a občany ČR pobírány, a jestli mají tyto osoby nějaké návrhy na zlepšení.V rámci práce se vycházelo ze tří hypotéz. Za prvé, že cizinci ze třetích zemí musí splnit více podmínek pro získání dávek než cizinci z EU a jejich rodinní příslušníci. Druhou hypotézou je, že cizinci z EU musí splnit více podmínek pro získání dávek než občané ČR. Poslední hypotézou je, že systém sociálního zabezpečení je pro cizince složitý, což může vést k jistým problémům a nedorozumění.Během psaní práce byly použity následující metody. Převážně se jednalo o popis, analýzu a syntézu zkoumaných jevů. Ve čtvrté kapitole byla navíc použita metoda komparace, jelikož se tato kapitola zabývá na srovnání dávek mezi občany ČR a cizinci. V praktické části práce byla použita metoda dotazování, následná analýza a vyhodnocení získaných údajů.Na konci práce se podařilo zjistit, že cizinci ze třetích zemí musí splnit více podmínek než občané EU. Dalším závěrem je, že občané EU mají stejná práva na dávky jako občané ČR. Podařilo se také zjistit, že většina cizinců, ale i občanů ČR, nemá dostatečné informace o systému sociálního zabezpečení. Proto by se měla zlepšit informovanost. Na konec v rámci návrhů na zlepšení se zjistilo, že by veřejnost nejvíce uvítala zrychlení procesu při řízení žádosti o dávku a redukci zneužívání dávek. |

| Abstract: | The subject of the bachelor's work focuses on social security according to Czech law. Any person can come across with this system, particularly when the person is in depressing situation because of social event.The purpose of the work is to evaluate situation of social security of the Czech Republic, which relates to foreigners of the EU and third states. Another purpose is to evaluate, on which benefits these people have right and which conditions they have to fulfil. Last purpose is to find out, which benefits are most frequently received by foreigners and citizens of the Czech Republic. And also if these people have any ideas for improvement of the system.There were three crucial hypotheses during writing the work. First of all, foreigners from third states have to fulfil more conditions to gain benefits than foreigners from the EU and their family members. Second of all, foreigners from the EU have to fulfil more conditions to gain benefits than citizens of the Czech Republic. Last hypothesis is that the system of social security is too complicated for foreigners, so it can cause certain problems and misunderstandings.There were used following methods in this work. Mainly there was used description, analysis and synthesis of the examined data. In the fourth chapter there was moreover used method of comparison, because this chapter is concerned with differences of benefits between citizens of the Czech Republic and foreigners. In practical part of the work there was used method of questioning, following analysis and evaluation of obtained data.At the end of the work it was found out that citizens of third states have to fulfil more conditions than citizens of the EU. Next conclusion is that citizens of the EU have equal rights as citizens of the Czech Republic. It was also found out that most of foreigners, but even most of citizens of the Czech Republic, do not have sufficient information of the system of social security. Therefore the knowledge of the system should improve. At the end it was found out that the public would mostly appreciate acceleration of the proces during the control of request for benefit and reduction of abuse the benefits. |
