Demand for local public goods - the impact of population change on municipal expenditures

| Abstract: | V diplomové práci se zabývám vztahem mezi změnou počtu obyvatel v obcích České republiky a změnou obecních výdajů. Zaměřuji se na 2 hlavní skupiny obecních výdajů, výdaje běžné a výdaje kapitálové. Zkoumám zpoždění, s kterým se změna počtu obyvatel promítne do změny v obecních výdajích a zda je změna v obecních výdajích adekvátní. Rozlišuji krátkodobý a dlouhodobý kumulovaný efekt změny obecních výdajů nebo jeho položek. Analyzuji 4 nejvýznamnější položky obecních rozpočtů, zda a s jakým zpožděním jsou závislé na změně počtu obyvatel a dalších proměnných. Tuto analýzu provádím na vzorku 376 obcí s pověřeným obecním úřadem v období mezi lety 2000 a 2016. Nejprve provádím 1. diferenci a poté zkoumám vzájemné závislosti mezi změnou obecních výdajů a dalšími vysvětlujícími proměnnými pomocí zobecněné momentové metody. Ve zkoumaném období došlo k nárůstu populace, zatímco obecní kapitálové výdaje v absolutním vyjádření zaznamenaly pokles. Toto zjištění je v rozporu s mým původním předpokladem o proporcionalitě mezi vývojem počtu obyvatel a obecních výdajů. Růst počtu obyvatel o 1 % byl v období let 2000-2016 doprovázen 1,1% poklesem kapitálových výdajů. V ročních změnách obecních rozpočtů se neprojevuje žádná závislost kapitálových výdajů na počtu obyvatel obce. Běžné výdaje obcí ve sledovaném období rostly podobným tempem jako rostl počet obyvatel. Pokud se zvýšila populace obce o 1 %, v následujících pěti letech se zvýší její běžné výdaje o 0,7 %. To znamená nárůst běžných výdajů o 10 150 Kč v obcích 1. kategorie, o 20 400 Kč v obcích 2. kategorie, o 11 700 Kč v obcích 3. kategorie a v případě obcí 4. kategorie o 10 500 Kč, pokud se populace obce zvýší o 1 člověka. |

| Abstract: | In this diploma thesis I am engaged in relationship between the change in population of municipalities of Czech Republic and the change of its expenditures. I am focusing on 2 main groups of municipal expenditures – current and capital. I examine the lag between the change in population and its projection in the change of municipal expenditures. I distinguish the short-term and cumulative long-term effect in the change of municipal expenditures and its components. I analyse 4 most important expenditure components of municipal budget. Whether and with what lag it responds to the change in population of a given municipality and other variables. The analysis is performed on a sample of 376 municipalities with an authorized municipal office in the period between 2000 and 2016. First, I do the first difference and then I examine the dependence in the change of municipal expenditures and in population size as well as other control variables using generalized method of moments. In this period the population has grown meanwhile municipal capital expenditures decreased. This finding is inconsistent with my expectations about the proportional movement in population size and municipal expenditures and its components. Population growth by 1 % was associated with the drop of capital expenditures by 1,1 % in the period 2000-2016. There is no statistical relationship between the year to year change in municipal population and capital expenditures. Meanwhile current expenditures grew in this period almost as fast as the population. Change in the population by 1 % led to the change in current expenditures by 0,7 % in next 5 years. It means the current expenditures grow by 10 150 CZK in 1st category municipalities, by 20 400 CZK in 2nd category municipalities, by 11 700 CZK in 3rd category municipalities and in the case of the 4th category of municipalities by 10 500 CZK, if population grows by 1 inhabitant. |
