| Abstract: | Cílem bakalářské práce je analýza vlivu výše výdajů Ministerstva obrany na zabezpečení obrany ČR od roku 1993, tedy od vzniku samostatné České republiky, až do roku 2015. Teoretická část se zabývá vznikem České republiky, vymezením základních pojmů souvisejících s bezpečností a obranou. Dále se práce věnuje změnou výdajů vlivem vstupu do NATO, vstupu do EU, vstupu do Schengenského prostoru a procesem profesionalizace armády ČR. Praktická část se věnuje analýze financování Ministerstva obrany a jeho rozpočtu, především komparace podílu výdajů Ministerstva obrany na výdajích státu, jak se měnil podíl výdajů na samotném rozpočtu Ministerstva v časovém rozlišení. Následuje kapitola věnovaná analýze výdajům plynoucích z členství v NATO s cílem zjistit, zdali dosahují doporučené hranice 2 % HDP. Práce se také zaměřila na analýzu vlivu výdajů Ministerstva obrany na celkovém růstu ekonomiky, konkrétně možného multiplikačního efektu, který výdaje MO vytváří. V závěru práce jsou zodpovězeny otázky týkající se snižování přidělených zdrojů a jejich vlivu na bezpečnost státu a zároveň je navrhnuto několik řešení pro případné zefektivnění finanční a organizační struktury Ministerstva obrany. Závěr práce je takový, že výše výdajů Ministerstva obrany má vliv na bezpečnost České republiky. |

| Abstract: | The aim of the bachelor thesis is to analyze the impact of Ministry of Defense expenditures on securing the defense of the Czech Republic since 1993, ie from the creation of an independent Czech Republic until 2015. The theoretical part deals with the emergence of the Czech Republic, defining basic concepts related to security and defense. In addition, the thesis deals with NATO accession, accession to the EU, accession to the Schengen area and the process of professionalisation of the Czech army. The practical part deals with the Ministry of Defense financing and its budget analysis, especially the comparison of the share of Ministry of Defense expenditures on state expenditures, how the share of expenditures in the budget of the Ministry in the time difference was changed. Following is a chapter devoted to analyzing NATO membership spending to see if they reach the recommended 2% of GDP threshold. The work also focused on the analysis of the influence of the Ministry of Defense expenditures on the overall growth of the economy, namely the possible multiplier effect that the MO expenditures generate. At the end of the thesis, the questions concerning the reduction of allocated resources and their impact on state security are answered and several solutions are proposed for possible improvement of the financial and organizational structure of the Ministry of Defense. The conclusion of the work is that the Ministry of Defense expenditures have an impact on the security of the Czech Republic. |
