| Abstract: | Na základě zákona č. 243/2000 Sb., o rozpočtovém určení daní je část daní vybíraných státem přidělena krajům. V momentálně platné příloze tohoto zákona jsou vypsány procenta, kterými se jednotlivé kraje na této části podílí. Cílem diplomové práce je vytvoření vzorce, který by mohl být použit k spravedlivému rozdělení celkového podílu jednotlivým krajům. Vzorec je vytvořen na základě ukazatelů, které mají prokazatelný vliv na krajské výdaje. Pro potvrzení tohoto vlivu je provedena korelační analýza mezi výdaji a vybranými ukazateli. V závěru práce je ukázáno porovnání mezi podíly v současném stavu a vypočítanými na základě navrhnutého vzorce. |

| Abstract: | Based on the Act No. 243/2000 Coll., a share of state taxes is allocated to the regions. In the currently valid annex to this Act are listed percentages of this share which belongs to individual regions . The diploma thesis aims to create a formula which can be used to determine how to fairly divide the total share between individual regions. The formula is created on the basis of indicators that have a demostrable effect on regional expenditure. To confirm this effect, the correlation to the expenditures is calculated for the indicators. The conclusion of this work shows a comparison of the current state with the results from the proposed formula. |
