| Abstract: | Tato diplomová práce se zabývá zhodnocením současného stavu poskytování online služeb veřejné správy občanům v České republice. Hlavním cílem práce je analyzovat, zda online služby poskytované občanům odpovídají jejich potřebám, provést v tomto ohledu analýzu současného stavu e-Governmentu a identifikovat klíčové faktory, které mohou ovlivnit implementaci e-Governmentu, v rámci čehož bude provedena analýza legislativy upravující poskytování online služeb a analýza současné struktury ústředních orgánů, které se podílejí na tvorbě strategie dané oblasti. Těchto cílů bylo dosaženo především vlastním dotazníkovým šetřením, ve kterém byl zjišťován hlavní důvod, proč občané málo komunikují s veřejnou správou online a proč je ČR ve studiích OSN a Evropské komise v poskytování digitálních služeb občanům ve srovnání s jinými státy dlouhodobě pod průměrem. Dále bylo cílů dosaženo studiem aktuálních prací na dané téma, studiem strategických dokumentů a platné legislativy, analýzou hlavních strategických dokumentů relevantních českých institucí a právních nařízení EU, studiem srovnávacích studií OSN a Evropské komise. |

| Abstract: | This diploma thesis evaluates the current state of provision of online public administration services to citizens in the Czech Republic. The main goal of the paper is to analyse whether online services provided to citizens correspond to needs of the citizens, to carry out an analysis of the current state of e-Government in this regard and to identify key factors that may influence the implementation of e-Government. In this respect, an analysis of the legislation regulating the provision of online services and analysis of the current structure of the central authorities involved in the development of strategy in this area are conducted. The abovementioned goals were achieved mainly by conducting own questionnaire survey, which tried to find out the main reason why citizens do not regularly communicate with public administration online and why the Czech Republic is below average in long-term in comparison with other countries according to the UN and European Commission studies. Further, the objectives were achieved by studying current papers on the topic, strategic documents and legislation and by analysing key strategic documents of the relevant Czech institutions and EU legislation and by studying comparative studies of the UN and the European Commission. |
