| Abstract: | Tato diplomová práce se zabývá problematikou eGovernmentu a služeb, které jsou v rámci eGovernmentu v České republice poskytovány. Cílem je analyzovat stavy a přístupy k řízení výkonnosti eGovernmentu veřejné správy. Z této analýzy poté vychází návrh řešení řízení výkonnosti eGovernmentu.Na začátku této práce je nejprve je charakterizován pojem eGovernment a jeho činnosti a oblasti. Dále je eGovernment vymezen podle různých definic a následně jsou popsány jeho základní charakteristiky v České republice. V této kapitole jsou také vybrány a blíže specifikovány služby eGovernemtu v České republice.Další část je zaměřena na analýzu stavů a přístupů k řízení výkonnosti eGovernmentu. V analytické části je představeno mezinárodní srovnávání spolupráce České republiky a Evropské Unie. Poté je popsán strategický rámec rozvoje veřejné správy České republiky. V první části jsou analyzovány metody kvalitní veřejné správy, které jsou následně vyhodnoceny. Druhá část analýzy se zabývá využíváním informačních technologií ve veřejné správě v České republice a členských státech Evropské Unie.Poslední částí této práce je realizován návrh řešení řízení výkonnosti eGovernmentu, který využívá poznatků a metod získaných z analytické části. Závěrem této části práce je doporučení ke zlepšení řízení výkonnosti eGovernmentu. |

| Abstract: | This diploma thesis deals with problematics of eGovernment and services provided within eGovernment in the Czech Republic. The aim is to analyze the conditions and approaches to performance management of eGovernment in public administration. This analysis then builds on a proposal for eGovernment performance management solutions. The solution proposal of eGovernment management performance is based on this analysis.At the beginning of this work is characterised the term of eGovernment and its activities and areas. Furthermore, eGovernment is specified according to various definitions and then its basic characteristics in the Czech Republic are described. This chapter also selects and specifies eGovernment services in the Czech Republic.The next part is focused on the analysis of the conditions and approaches to performance management of eGovernment. The analytical part presents an international comparison of cooperation between the Czech Republic and the European Union and then describes the strategic framework for the development of the public administration of the Czech Republic. The first part analyses methods of quality public administration, which are subsequently evaluated. The second part of the analysis deals with the use of information technologies in public administration in the Czech Republic and in the Member States of the European Union.In the last part of this thesis is implemented the solution proposal of eGovernment performance management, which uses the knowledge and methods obtained from the analytical part. The conclusion of this part of the thesis is the recommendation how to improve the management of eGovernment performance. |
