| Abstract: | Tato práce se zabývá managementem těžby mědi v Chile a Zambii v oblasti nastavení fiskálního systému. Na základě komparativní analýzy těchto dvou zemí navrhuje možná řešení, díky kterým by Zambie mohla generovat vyšší fiskální příjmy z těžby mědi po vzoru Chile. První část práce popisuje roli nerostného bohatství na ekonomický rozvoj zemí, stejně jako vhodně nastavený management jeho těžby. Dále navazuje kapitola zabývající se rolí těžby v jednotlivých ekonomikách a dvě kapitoly analyzující management těžby mědi v Chile a Zambii. Celá práce je zakončena kapitolou navrhující řešení neuspokojivé situace výběru fiskálních příjmů v Zambii na základě opatření aplikovaných v Chile. Hlavním poučením pro Zambii je zavedení stabilního, předvídatelného a transparentního fiskálního systému, který bude uniformní s daňovými systémy ostatních odvětvích. Specifika těžby mědi by měl tento systém odrážet skrze systém royalties odvozených od množství prodané mědi po vzoru Chile, což by také zvýšilo jeho progresivitu. |

| Abstract: | This thesis deals with copper mining management in Chile and Zambia in the field of fiscal system settings. On the grounds of comparative analysis of these countries, it suggests possible solutions through which Zambia could generate higher fiscal revenues from copper mining as Chile performs. The first part of the paper describes the role of natural wealth to economic development, as well as well-established management of its mining. After that a chapter concerning the role of mining in each economy and two chapters analysing copper mining management in Chile and Zambia follow. The whole thesis is finished by a chapter summarizing possible solutions of poor fiscal revenue performance in Zambia on Chile´s experience. The main lesson for Zambia is to establish a stable, predictable and transparent fiscal system, moreover, complying to other ones in different sectors. The mining features should be reflected by royalties derived from amount of sold copper which would enhance fiscal progressivity. |
