| Abstract: | Cílem diplomové práce je analýza ekonomických dopadů zrušení karenční doby v České republice z pohledu zaměstnanců a zaměstnavatelů. Dílčím cílem je návrh nejvhodnějšího řešení pro všechny zúčastněné subjekty. Téma práce je velmi aktuální, neboť má po 10 letech dojít ke zrušení karenční doby v polovině roku 2019. Teoretická část charakterizuje základní termíny spojené se sociálním zabezpečením a nemocenským pojištěním. Praktická část obsahuje analýzu empirických dat a analýzu dotazníkové šetření. Z výzkumu vyplývá negativní dopad karenční doby na léčbu krátkodobých nemocí, kdy zaměstnanci raději přechází nemoci, nebo si k léčbě vybírají zákonnou dovolenou. Zrušení karenční doby zhorší podmínky zaměstnavatelům, kterým se zvýší náklady spojené s práce neschopným zaměstnancem a s hledáním náhrady za zaměstnance při současném stavu trhu práce. Navíc vzrůstá obava ze zneužívání pracovní neschopnosti, kterému měla karenční doba dle respondentů zamezit. Po zrušení karenční doby by měli zaměstnanci začít odvádět nemocenské pojištění, výměnou za 6 – 7 volných dnů na zotavenou ročně. Výzkum zachycuje reálné potřeby zaměstnanců a zaměstnavatelů, na jejichž základě by mohla tripartita pozměnit podobu karenční doby. |

| Abstract: | The aim of the thesis is to analyze the economic impacts of the abolition of the waiting period in the Czech Republic from the perspective of employees and employers. The partial aim is to design the most appropriate solution for all stakeholders. The theme of the thesis is very topical, because after the 10 years of implementation, the waiting period is going to be canceled in 2019. The theoretical part describes the basic terms concerning social security and sickness insurance. The practical part contains analysis of empirical data and analysis of the survey. The research shows that the waiting period has negative impact on a treatment of short-term illnesses, because employees come to work sick or take legal leave. Cancellation of the waiting period will worsen the conditions for employers, which will increase the costs of inability to work and transaction costs caused by replacement for sick employees. In addition, there is a growing concern about abuse of incapacity for work that the waiting period can avoid, according to respondents. After the cancellation of the waiting period, the employees should start paying sickness insurance, exchange for 6 - 7 sick days per year. The research point out the real needs of employees and employers, based on the results, the tripartite could modify the form of the waiting period. |
