| Abstract: | Tato diplomová práce se zabývá posouzením současného stavu aplikace zákona o svobodném přístupu k informacím v oblasti územní samosprávy a následným návrhem doporučení pro subjekty územních samosprávných celků, jak se vyhnout stížnostem občanů na nesprávný postup těchto subjektů, a to mimo jiné v souvislosti s GDPR. Teoretická část je zaměřena na vymezení základních pojmů z oblasti poskytování informací, dále konkretizaci nařízení GDPR a charakteristiku územní samo-správy. V praktické části je provedena analýza žádostí o informace a rozbor nejčastějších chyb, kterých se při jejich poskytování povinné subjekty dopouštějí. Na základě syntézy je vytvořen návrh změn důležitých k eliminaci chyb při aplikaci informačního zákona. V závěru práce je provedeno vyhodnocení naplnění cílů. |

| Abstract: | This thesis focuses on the assessment of the current state of application of the Act on Free Access to Information in the Area of Local Self-Government, the subsequent proposal of recommendations for entities of territorial autonomous units and how to avoid complaints of citizens about the incorrect procedures of these entities, specifically in relation to GDPR. The theoretical part of this thesis deals with the definition of basic terms in the area of providing information, specifically the GDPR regulation and the characteristics of territorial autonomy. The practical part analyses requests for information and most frequent mistakes made by obligated subjects in their provision. The synthesis is a proposal of changes essential to the elimination of errors in the application of the Information Act. The conclusion of the thesis is an evaluation of the fulfilment of the objectives. |
