Analysis of risks during implementation of IS to e-Government

Diploma thesis is focused on risk management in e-Government implementation. Risks evaluation was based on data from the Ministry for Regional Development of the Czech Republic and consultancy and auditory organization BDO IT a.s. The main objective of this thesis is to compile a list of possible risks and to evaluate their seriousness with those, who are interested in this area of problems. These results are writen down, among others, in the risk register which was created for this thesis. During the data collection, valuable informations were personally obtained on possible actions, which were resulting from the long-term experience of individual respondents. All of these data were analyzed and from the result of analysis a set of possible recommendations to risk reduction during implementation of e-Government was developed. This set contains a critical list of possible risk reduction measures. In this thesis is created a solid theoretical basis for the inclusion of the term e-Government in the Czech and European environment. This includes defining some of the terms and most important, already functioning, elements of Czech e-Government that we most often encounter when digitizing the economy. The thesis also includes a list of the most important Czech strategic documents and a list of current European and Czech legislation. Furthermore, it was necessary to define the risk and some methods of its management, which was used in the empirical part.
