| Abstract: | Hlavním tématem bakalářské práce je nástroj participativní rozpočtování, určený pro veřejnost, která prostřednictvím diskuze či návrhu projektů k financování komunikuje s místní samosprávou. Cílem práce je navrhnout webovou aplikaci pro participativní rozpočtování pro menší obec Zdiby, Středočeský kraj za účelem vytvoření projektů k realizaci, zlepšení komunikace a navázání přátelských vztahů mezi obyvateli, a v neposlední řadě posílení důvěry v politické zastoupení.V teoretické části se čtenář seznámí s participačními programy, s historií jejich rozšíření a základními principy. Bude probrán postup implementace programu z pohledu organizátora. Praktická část se zabývá hledáním participačního modelu pro obec Zdiby, jenž se skutečně implementuje v podobě webové aplikace. Dále práce pojednává o vývoji dané webové aplikace za použití redakčního systému Wordpress.Díky schválenému vládnímu programu Digitální Česko a jeho koncepci Digitální ekonomika a společnost, lze předpokládat, že zájem obcí o digitalizaci a obdobné webové aplikace s rozšířenou funkcionalitou bude s největší pravděpodobností stále růst. |

| Abstract: | The main topic of the bachelor thesis is the tool Participatory budgeting, intended for the public communication with the local government through discussion or proposal of projects to fund. The aim of the thesis is to develop a web application for Participatory budgeting for a small municipality Zdiby, Central Bohemian Region in order to create projects to implement, to improve communication and to establish friendly relations among citizens, and last but not least, to strengthen confidence in representative government.The theoretical part consists of description of the participatory programs, including the history of their expansion and their basic principles. Then there is introduced an implementation process of the participatory program from the organizer's point of view. The practical part describes the participatory model study for municipality Zdiby, which introduces a web application that will be used in a real-life case. The development of given web application follows using the content management system Wordpress.Thanks to the approved government program named Digitální Česko and its concept “Digitální ekonomika a společnost”, it can be assumed that the interest of municipalities in e-government and similar web applications with extended functionality will most likely continue to grow. |
