| Abstract: | Tato diplomová práce se zabývá vysvětlením finančních a účetních vztahů v rámci hlavního města Prahy a městských částí hlavního města Prahy.Cílem této práce je vysvětlení a zanalyzování finančních vztahů k městským částem hlavního města Prahy z rozpočtu hlavního města Prahy. Dále poukázání na finanční a účetní specifika veřejného sektoru se zaměřením na problematiku formálního stanovení městských částí hlavního města Prahy jako účetní jednotky a z toho plynoucí principy konsolidace se zaměřením na princip ovládání dle IPSAS 35. Závěrečná část popisuje a analyzuje finanční kontrolu městských částí.V diplomové práci jsem dospěla k závěru o možném budoucím posílení příjmové stránky rozpočtu městské části Prahy 9. Dále jsem vyvodila závěr na základě provedeného rozboru ohledně formálního stanovení městské části hlavního města Prahy jako účetní jednotky. V neposlední řadě jsem také vyvodila závěry plynoucí z analýz zaměřených jednak na uplatnění principu ovládání ve veřejné správě a dále správného dodržování postupů finanční kontroly v případech městských částí hlavního města Prahy. |

| Abstract: | This dissertation deals with the explanation of financial and accounting relations within the framework of the capital city Prague and its districts.The aim of this work is to explain and analyse the financial relations to Prague districts from the budget of the capital Prague. Further, the work refers to the financial and accounting special characteristics of the public sector focusing on the issues of formal establishment of Prague districts as accounting entities and the consequent principles of consolidation focusing on the principle of control according to IPSAS 35.In my dissertation I came to the conclusion that the budget revenue of the Prague 9 district could possibly strengthen in the future. Next, I drew the conclusion on the basis of the executed analysis concerning the formal establishment of a district of the capital Prague as an accounting entity. Last but not least, I also came to the conclusion that result from from the analyses focused on the application of the principle of control in the public sphere and also of proper observance of the procedures of financial control in the cases of Prague districts. |
