| Abstract: | Cílem práce je zpracování analýzy vývoje veřejného dluhu České republiky mezi lety 2008-2019 s důrazem na rozlišení jeho jednotlivých složek. Sledované období, počínající rokem 2008, je zvoleno záměrně, neboť zahrnuje období jak konjunktury, tak recese. Lze tak očekávat dynamický vývoj všech sledovaných veličin. Teoretická část je zpracována formou literární rešerše. Věnuje se především problematice veřejných financí a veřejných rozpočtů. Následně je definován veřejný dluh a představeny různé teoretické přístupy k problematice veřejného zadlužení, nechybí přístup neoklasický, keynesiánský a ricardiánský. V praktické části je využita metoda analýzy doplněná o vlastní výpočty. Zprvu je nastíněna rozpočtová soustava ČR, uspořádání vládního sektoru a vývoj makroekonomických ukazatelů, které jsou v kontextu problematiky relevantní. Poté se práce plně soustřeďuje na veřejný dluh, resp. na analýzu získaných dat. Hlavní přínos práce spočívá v trendové analýze změn v objemu, struktuře a složení veřejného dluhu ČR. Práce dokazuje, že míra zadlužení, jež vznikla během globální ekonomické krize, se dosud nevrátila na původní úroveň. ČR k této úrovni ovšem směřuje. Závěr praktické části přináší komparaci vývoje zadlužení ČR s vybranými uskupeními států EU. |

| Abstract: | The aim of the bachelor thesis is to analyze the evolution of the Czech public debt between 2008-2019 with special emphasis on the distinction of its components. The reference period starting in 2008 is deliberately chosen as it involves both an upturn and a recession. Thus, the dynamic development of all monitored variables can be expected. The theoretical part is processed in the form of a literature review. It deals with public finance and public budgets. Subsequently, public debt is defined and various theoretical approaches to the issue of public debt, including Neoclassical, Keynesian and Ricardian, are presented. The practical part uses the method of analysis supplemented with own calculations. At first, the budgetary system of the Czech Republic, the structure of the government sector and the evolution of macroeconomic indicators which are relevant in the context of the issue, are outlined. Then the bachelor thesis is fully focused on public debt or on data analysis. The main contribution of the work is in the trend analysis of changes in the volume, structure and composition of the Czech public debt. The work shows that the debt ratio that has arisen during the economic crisis has not returned to its original level yet. However, the Czech Republic is heading towards this level. The end of the practical part contains a comparison of the evolution of the Czech Republic's debt with selected groups of EU states. |
