| Abstract: | Diplomová práce se zabývá Paktem stability a růstu, který má za cíl stabilizaci fiskální politiky uvnitř eurozóny. Cílem práce je zjistit, zda je toto fiskální pravidlo dostatečně silné a dokáže ovlivnit vývoj salda státního rozpočtu a omezit výskyt takzvaných nadměrných státních deficitů. Pomocí metody Synthetic control method jsem vymodeloval umělé saldo státního rozpočtu Slovenské republiky, jenž odpovídá hodnotám, které bychom pozorovali, kdyby Slovenská republika nebyla součástí eurozóny. Vývoj uměle vytvořeného a reálného salda Slovenské republiky je velice podobný, což naznačuje minimální nebo žádný vliv Paktu stability a růstu na fiskální politiku Slovenské republiky. Pakt stability a růstu tedy nebyl v letech 2009 až 2017 důležitým determinantem vývoje slovenského státního deficitu. |

| Abstract: | This diploma thesis examines The Stability and Growth Pact. Its primary objective is to ensure sound public finances and to coordinate fiscal policies of the countries in the eurozone. The main aim of this thesis is to evaluate the impact of this fiscal rule on the government budget balance and excessive deficits. While using Synthetic control method, I constructed synthetic government deficit of the Slovak republic. It represents the deficit, which would have been observed if the Slovak republic had never joined the eurozone. Minimal differences between synthetic and real government deficits imply minimal or none impact of The Stability and Growth Pact on the fiscal policy of the Slovak republic. The Stability and Growth Pact was not the primary determinant of the slovakian government deficit development between years 2009 and 2017. |
