| Abstract: | Bakalářská práce se zabývá analýzou vývoje čerpání financí ze strukturálních fondů Evropské unie ve formě dotací v České republice od roku 2004 do roku 2017 včetně charakteristiky systému těchto fondů. Cílem této práce je přinést komplexní přehled o strukturálních fondech Evropské unie. Teoretická část je zaměřená na charakteristiku pojmů vztahujících se ke strukturálním fondům, představuje teorie fiskální politiky, státních zásahů, redistribuce a regulace a dále se věnuje literární rešerši v řešené problematice, která slouží jako teoretická základna pro praktickou část. Praktická část obsahuje charakteristiku fungování strukturálních fondů EU a analýzu jednotlivých programových období v České republice. Analýzou fondů se autorka snaží o zhodnocení efektivnosti čerpání alokovaných objemů financí plynoucích z evropských fondů. Z té vyplývá, že Česká republika má snahu vyčerpat veškeré objemy financí, které jsou EU alokovány, ale toto čerpání není vždy efektivní. Východiskem z této situace je snižování administrativní zátěže pojící se k dotacím a efektivnější výběr dotovaných projektů v jednotlivých programových období. |

| Abstract: | The bachelor thesis deals with the analysis of the development of the drawing of finances from the European Union structural funds in the form of subsidies in the Czech Republic from 2004 to 2017, including the characteristics of these funds. The aim of bachelor thesis is to bring a comprehensive overview of the structural funds of the European Union. The theoretical part is focused on the characteristics of terms related to the Structural Funds, introduces the theory of fiscal policy, state intervention, redistribution and regulation and deals with literature research in the solved issue, which serves as a theoretical basis for the practical part. The practical part contains the characteristics of the functioning of EU structural funds and the analysis of individual programming periods in the Czech Republic. By analyzing the funds, the author seeks to evaluate the effectiveness of drawing on the allocated amounts of funds from European funds, which implies that the Czech Republic is trying to exhaust all the funds allocated to the EU, but this drawing is not always effective. The solutions for this situation could be the reduction of the administrative burden associated with subsidies and the more efficient selection of subsidized projects in individual programming periods. |
