| Abstract: | Cílem práce bylo analyzovat provedení a důsledky legalizace prostituce ve vybraných evropských zemích a z nich poté vyvodit hospodářsko-politická doporučení pro Českou republiku. Teoretická část se soustředí na státní zásahy jako takové, jejich historii ve spojení s prostitucí a ekonomické pojetí prostituce. Prostituce je chápána jako dobrovolná směna, při níž je za úplatu nabízen sex. Prostituce je značně stigmatizované, fyzicky náročné a ženami dominované odvětví. Praktická část se zabývá legalizací prostituce v Nizozemí a Rakousku. Legalizace byla podle práce v obou zemích úspěšná a vedla ke zlepšení pracovních podmínek, kvality služeb, snížení zločinnosti (především v Nizozemí). Také přispěla lepší kontrolou nad šířením pohlavních nemocí a zvýšením zisků do státního rozpočtu zmíněných zemí. Dále práce popisuje situaci v České republice, kterou považuje oproti Nizozemí a Rakousku za horší. Navrhuje tedy změnu v podobě legalizace prostituce. Základ regulace prostituce je v Rakousku a Nizozemí systém licencí. Ten hodnotí práce jako problémový a navrhuje místo něj nutnost pouhé registrace, jako je tomu u jiných odvětví služeb. |

| Abstract: | The goal of this work was to analyze the implementation and effects of legalization of prostitution in selected European countries and explore its economical and political reccomedations for Czech Republic. The theoretical part focuses on state intervention and its history and in the context of prostitution and also the economical prospects of it. Prostitution is understood as consentual exchange of sexual practices for money. Prostitution is a stigmatized, physically challenging and female dominated industry. Practical part is concerned with the legalization of prostitution in Austria and Netherland. Based on other sources, legalization was successful and lead to better working conditions, quality of service and decrease in crime (mainly in Netherland). Another contribution was a better control of sexually transfered disease and an increase to state funds. Next, my work describes the situation in Czech Republic, which I consider worse, compared to Netherland or Austria. Therefore I reccomed a change towards legalization of prostitution. The base of regulation of prostitution in Netherland and Austria is a license system. Since licencing proved to be problematic, I suggest that government shlould only demand a registration of potentional businesses. |
