| Abstract: | Práce poskytuje ucelený pohled na vývoj státních rozpočtů České republiky během období 2002-2018. V tomto časovém rozmezí prošlo české hospodářství různými fázemi ekonomického cyklu, což z něj činí ideální subjekt pro bádání. Na základě podrobné analýzy jednotlivých rozpočtů je zhodnocena jejich vhodnost pro daný ekonomický cyklus. Rozpočty jsou také rozděleny dle jednotlivých vlád, aby bylo možné nalézt rozdíly mezi volebními obdobími a posoudit i vliv politického cyklu. Dále jsou ze zjištěných výstupů této analýzy formulována doporučení, která pomohou tvůrcům hospodářských politik vyvarovat se možným chybám při sestavování rozpočtů v budoucnosti, v čemž spočívá i hlavní přínos práce. |

| Abstract: | The thesis provides a comprehensive view on the development of the government budgets in the Czech Republic during the period 2002-2018. In this time frame, the Czech economy had undergone various phases of the economic cycle, making it an ideal subject for research. Based on a detailed analysis of individual budgets, the paper evaluates their suitability for a given stage of economic cycle. Budgets are also sorted down based on governments responsible for them, so that the differences between electoral periods could be identified as well as the impact of political cycle. Furthermore, the findings of this analysis are used to formulate recommendations that help policy makers avoid possible errors in the future, which is also the main contribution of the thesis. |
