| Abstract: | Diplomová práce se zabývá řešením problému podfinancování dopravní infrastruktury na území krajů. Jejím hlavním cílem je návrh financování dopravní infrastruktury krajů prostřednictvím daňové asignace silniční daně a návrh výnosnějšího systému zdaňování vozidel v České republice. Je zde popsán dosavadní systém financování silnic II. a III. třídy a konstrukce silniční daně v České republice a ve státech Evropské unie. Díky těmto poznatkům diplomová práce navrhuje několik možných řešení situace prostřednictvím zvýšení sazby daně, rozšířením počtu poplatníků nebo změnou konstrukce daně. Dále jsou navrženy tři různé způsoby přerozdělování silniční daně mezi kraje. Jako nejvýhodnější je vyhodnocen systém přerozdělování financí na dopravní infrastrukturu podle délky silnic v kraji, který je využíván i v současnosti. |

| Abstract: | The diploma thesis deals with solving the problem of underfunding road infrastructure in the regions. The main purpose is to design the financing of regional road infrastructure through the tax earmarking of road tax and to design more profitable system of vehicle taxation in the Czech Republic. The current system of road financing and construction of road tax in the Czech Republic and in the European Union are described. Based to this knowledge, the thesis proposes several possible solutions to the situation by increasing the tax rate, expanding the number of taxpayers or changing the tax construction. There are also three different ways of redistributing road tax between regions. The most advantageous is the system of redistribution of finances for road infrastructure according to the length of roads in the region, which is used now. |
