| Abstract: | Bakalářská práce se věnuje druhé fázi reformy veřejné správy v České republice ve účinné od 1. ledna 2003, a to ve vztahu k obcím s rozšířenou působností. Kromě popisu průběhu této reformy a její realizace v podobě přijatých zákonů se práce zaměřuje se na zamýšlené cíle, tedy decentralizaci a dekoncentraci veřejné správy, resp. její přiblížení občanům, a zjednodušení jejího systému. V teoretické části jsou tak popsány základní pojmy veřejné správy (veřejná moc, subjekty veřejné správy, státní správa a samospráva), základní zásady veřejné správy a stručný popis vývoje veřejné správy do roku 1999. V praktické části je popsán materiál „Návrh koncepce reformy veřejné správy“ a jeho projednání na úrovni státu, první a druhá fáze reformy a posouzení naplnění cílů této reformy. Pro ověření hypotéz ohledně naplnění těchto cílů autorka použila metodu dotazníkového šetření u tajemníků obecních úřadů s rozšířenou působností. |

| Abstract: | The bachelor thesis deals with the second phase of public administration reform in the Czech Republic that came into effect on 1 January 2003, especially in relation to municipalities with extended powers. In addition to describing this reform and its implementation in the form of adopted laws, the thesis focuses on its objectives, i.e. decentralization and deconcentration of public administration, bringing it closer to citizens and simplifying its system. The theoretical part describes the basic concepts of public administration (public authority, subjects of public administration, state administration and self-government), basic principles of public administration and a brief description of the development of public administration in Czech Republic until 1999. In the practical part is described the material "Proposal of the concept of public administration reform" and its discussion at the state level, the first and second phase of the reform and assessment of fulfillment of the objectives of this reform. To verify the hypotheses regarding the fulfillment of these objectives, the method of questionnaire survey with secretaries of municipal authorities with extended powers is used. |
