| Abstract: | Bakalářská práce je zaměřena na vnitřní předpisy územního samosprávného celku. Konkrétně se jedná o Statutární město Kladno s přenesenou působností vykonávanou Magistrátem města Kladna. Teoretická část se zabývá veřejným sektorem, jeho cíli, úkoly a specifiky. Dále je vysvětlen pojem územní samosprávný celek (obec a kraj) se zaměřením na jeho práva, povinnosti a orgány. Důležitou částí práce je také kapitola o financování územních samosprávných celků. Praktická část je zaměřena na analýzu vybraných vnitřních předpisů, tzn. na celkový proces vzniku vnitřních předpisů a jejich obsah, s cílem navrhnout možná zlepšení a zaměřit se na nedostatky, pokud budou předpisy nějaké obsahovat. |

| Abstract: | The bachelor thesis examines internal regulations of territorial self-governing unit. Specifically, it concerns with the Statutory City of Kladno with delegated authority performed by the Municipality of Kladno. The theoretical part deals with the public sector, its objectives, tasks and specifics. Furthermore, the term territorial self-governing unit (the municipality and the region) itself is explained, with a focus on its rights, duties and authorities. An important part of the thesis is also the chapter devoted to financing of the territorial self-governing units. The practical part is represented by the analysis of selected internal regulations, ie. the overall process of establishing of the internal regulations and their content, in order to propose possible improvements and focus on failings, if there are any. |
