Political business cycle in the area of local fees, real-estate tax and capital expenditure in selected municipalities

| Abstract: | Zaměřením této bakalářské práce je prozkoumat projevy politicko-ekonomického cyklu ve městech České republiky, konkrétně v oblasti místních poplatků, daně z nemovitých věcí a kapitálových výdajů; a porovnat sklony politiků k oportunistickému chování v politických stranách ČSSD a ODS. Bylo prozkoumáno celkem 58 měst ve volebním období 2010 až 2014 pomocí statistických metod. Z výsledků vyplývá, že politicko-ekonomický cyklus se projevuje v oblasti místních poplatků spíše menší měrou, v oblasti daně z nemovitých věcí minimálně a u kapitálových výdajů naopak silně. Ve všech 3 zkoumaných nebyl prokázán rozdíl mezi ODS a ČSSD ve sklonech k politicko-ekonomickému cyklu. |

| Abstract: | The aim of this bachelor thesis is to investigate the political business cycle in the cities of Czech republic, specifically in the area of local fees, real-estate tax and capital expenditure; and compare the tendencies of politicians in political parties ODS and ČSSD to opportunistic behaviour. 58 cities in total were investigated between the year 2010 and 2014 using statistical methods. According to the results, the presence of political business cycle is rather low in the area of local fees, minimal in the area of real-estate tax and quite strong in the area of capital expenditure. There was not proven any difference between ODS and ČSSD in any of the investigated areas. |
