| Abstract: | Práce se věnuje problematice zájmových skupin a jejich vlivu na proces vytváření legislativy. Konkrétně byla pro výzkum zvolena oblast hazardního hraní. V této oblasti působí řada zájmových skupin a dá se předpokládat, že se jejich vliv na vytváření legislativy bude projevovat více než v jiných oblastech. V práci je využita deskriptivně-analytická metoda, kdy je sledován průběh legislativního procesu u konkrétního zákona (zákon č.186/2016 Sb., o hazardních hrách) a na základě vysledovaných hodnot je provedena analýza. Cílem práce je dokázat, že se konkrétní zájmové skupiny, více či méně, podílely na finální podobě tohoto zákona a tím projevily svůj vliv. Práce se skládá ze čtyř částí, kdy se první tři části věnují teorii a část čtvrtá samotné analýze. Výsledkem práce je prokázání vlivu zájmových skupin v oblasti hazardu na podobu sledovaného zákona a je rovněž definováno, které zájmové skupiny do vytváření zákona zasáhly, jakých konkrétních změn v obsahu zákona docílily a v jakých částech legislativního procesu se jejich vliv projevil. |

| Abstract: | This thesis devotes to the issue of interest groups in gambling industry and their influence on the legislation process. As there are many interest groups in this specific area, it was assumed that their influence on legislation will be more pronounced then in the other areas. The thesis uses a descriptive-analytical method. The legislative process of the specific legal act (Act No. 186/2016) had been observed and the data that had been gained were analyzed. he aims of the thesis is to prove that particular interest groups have more or less participated in the final form of this law and thus have shown its influence. The thesis consists of four parts, the first three parts of which are devoted to the theory and the fourth part to the analysis itself. The result of the work is the demonstration of the influence of interest groups on the legislation process. |
