| Abstract: | Tato diplomová práce analyzuje politiku dekriminalizace drog na příkladu České republiky a Portugalska v letech 2001 – 2018. V teoretické části práce jsou nejprve uvedeny zajímavé příklady protidrogových politik ve světě a následně je zde popsán historicko-společenský vývoj vztahu k drogám v obou zemích. Posléze jsou diskutovány ekonomické teorie zabývající se drogovou problematikou ať už z pohledu jednotlivce či státu. V části praktické jsou analyzovány jednotlivé vybrané faktory – počty uživatelů drog, veřejné výdaje na protidrogovou politiku a nové případy hepatitidy C či viru HIV. Tyto ukazatele jsou nejprve analyzovány pro každou zemi samostatně, následně jsou země srovnány mezi sebou a poté i s dalšími vybranými evropskými zeměmi. Z výsledků práce je patrné, že dekriminalizace drog a další s ní spojené fenomény měly na zkoumané faktory v obou zemích pozitivní vliv. |

| Abstract: | This diploma thesis analyses drug decriminalisation policy of the Czech Republic and Portugal in the period of 2001 – 2018. In the theoretical part of the thesis firstly there are presented interesting cases of anti-drug policies from all over the world and then the historical and social development of the attitudes towards drugs in both countries is described. After that, economic theories focusing on drug-related issues from both the angle of the individual and the state are discussed. In the practical part the selected factors are analysed – number of drugs users, public expenditure for anti-drug policy and new cases of hepatitis C and the HIV virus. These factors are firstly analysed for each country separately, then the countries are compared with each other and with other selected European countries. Results of this theses show that the decriminalisation of drugs, and other phenomena linked to it, had a positive impact on the examined factors for both countries. |
