| Abstract: | Téma rodinné politiky je velmi aktuální. Rodina je základním pilířem státu a svou podobou, zázemím a vztahy mezi jednotlivými členy může ovlivňovat strukturu a vývoj společnosti. Je tedy důležité rodiny podporovat v rámci rodinné politiky státu. Hlavním cílem této diplomové práce je na základě analýzy finančních nástrojů rodinných politik ve vybraných zemích EU v roce 2017 porovnat, která země poskytuje rodinám s dětmi nejvyšší finanční podporu. Hypotéza, kterou jsem si stanovila zní, že nejvyšší finanční podporu poskytuje rodinám s dětmi Švédsko. Tato hypotéza se ale nepotvrdila, jelikož Německo poskytuje vyšší finanční podporu rodinám s dětmi než Švédsko. Nicméně i tak je ve Švédsku tato podpora velmi silná a dávky zde velmi štědré. Dále se tato práce zabývá tím, jak si v porovnání s ostatními státy stojí Česká republika, a v čem bychom se v oblasti rodinné politiky mohli od ostatních zemí inspirovat. Česká republika nabízela ze všech sledovaných zemí v paritě kupní síly nejnižší finanční podporu rodinám s dětmi v roce 2017. Dle relativního ukazatele v poměru k průměrné mzdě v zemi však ČR poskytuje třetí nejvyšší finanční podporu rodinám s dětmi. Dle mého názoru bychom se od ostatních mohli inspirovat převážně v charakteristice rodičovských dávek, jejichž výše by mohla být založena na předchozí mzdě, aby motivovala k aktivní participaci na trhu práce. Rodinná politika by také mohla být více zaměřena na podporu pracujících rodičů s malými dětmi, jelikož současný systém sociálního zabezpečení je přívětivý spíše k nízkopříjmovým rodinám a může některé matky demotivovat od vstupu nebo návratu na pracovní trh. |

| Abstract: | The topic of family policy is very actual. The family is the basic pillar of the state and by its form, background and relations among individual members it can influence the structure and development of society. Therefore, it is important to support families in the framework of the state family policy. The main aim of this diploma thesis is, based on the analysis of financial instruments of family policies in selected EU countries in 2017, to compare which country provides families with children the highest financial support. The hypothesis I set is that Sweden provides the highest financial support to families with children. This hypothesis was not confirmed, as Germany provides more support for families than Sweden. Nevertheless, in Sweden, this support is very strong and the benefits there are very generous. Furthermore, this work deals with how the Czech Republic stands in comparison with other countries and in what instruments in the area of family policy we could be inspired by the others. The Czech Republic offered the lowest financial support in purchasing power parity to families with children of all the countries under review in 2017. However, according to the relative indicator in relation to the average wage, the Czech Republic provides the third highest financial support to families with children. In my opinion, we could be inspired by others in the characteristics of parental benefits, which could be based on previous wages, to motivate to active participation in the labour market. Family policy could also be more focused on supporting working parents with young children, as the current social security system is more favourable to low-income families and may degrade some mothers from entering or returning to the labour market. |
