| Abstract: | Cílem diplomové práce Využití prostředků z fondů Evropské unie ve Středočeském kraji v oblasti dopravy je zhodnotit a analyzovat možnosti a systém čerpání finančních prostředků ze strukturálních fondů EU a prokázat vliv a dopad čerpání z fondů EU na zajištění efektivního plánování investičních opatření v oblasti rozvoje a údržby silniční infrastruktury.Diplomová práce je zaměřena na realizaci projektů staveb pozemních komunikací ve Středočeském kraji financovaných z prostředků EU v letech 2007–2019.V diplomové práci jsou vyhodnoceny výsledky čerpání finančních prostředků ze strukturálních fondů ve Středočeském kraji z Regionálního operačního programu Střední Čechyv programovém období 2007–2013 a Integrovaného regionálního operačního programu v letech 2014–2019 s vyčíslením dosažených úspor a jejich dopadu na financování dopravních projektůa na rozvoj a údržbu silniční sítě regionu Středočeského kraje. Je provedena analýza naplnění monitorovacích indikátorů se zhodnocením výsledků při čerpání fondů EU z finančníhoi technického hlediska a je zdokumentován technický stav silnic II. a III. třídy a mostů na území Středočeského kraje po realizaci projektů financovaných z prostředků EU v letech 2007–2019. V diplomové práci byl prokázán zásadní vliv a dopad čerpání z fondů EU na zajištění efektivního plánování investičních opatření pro stanovení optimální alokace finančních prostředků do oblasti rozvoje a údržby silniční infrastruktury Středočeského kraje. Celková prokázaná výše obdržené dotace z fondů EU za posledních deset let ve výši 8 741 047 703 Kč tvoří 62,3 % celkové výše rozpočtu Středočeského kraje na pokrytí výdajů na obnovu silniční sítě silnic II.a III. třídy na území Středočeského kraje za stejné období. Hlavní doporučení, vyplývající z výsledků finanční analýzy v závěru práce je, že Středočeský kraj má v dlouhodobém horizontu pro období 2017–2051 možnost zvolit optimální strategii pro údržbu a rozvoj sítě silnic II. a III. třídy, která přinese úsporu 12 348 mil. Kč vč. DPH v nediskontovaných hodnotách. |

| Abstract: | The aim of the diploma thesis Utilization of European Union funds in the Central Bohemian region in the field of Transport is to evaluate and analyze the possibilities and system of drawing funds from the EU Structural Funds and to prove the influence and impact of drawing from EU funds on effective planning of investment measures in the field of road infrastructure development and maintenance. The diploma thesis is focused on realization of projects of roads construction in the Central Bohemia region financed from EU funds in the years 2007–2019.The thesis evaluates the results of drawing financial resources from the Structural Funds in the Central Bohemia Region from the Regional Operational Program Central Bohemia in the programming period 2007 - 2013 and the Integrated Regional Operational Program in 2014 - 2019 with quantification of achieved savings and their impact on financing transport projects for the development and maintenance of the road network in the Central Bohemia Region. An analysis of the fulfillment of monitoring indicators with evaluation of results in drawing EU funds from financial and technical point of view is performed and the technical condition of roads and bridges is documented in the Central Bohemian Region after the implementation of projects financed from EU funds in 2007 - 2019.The diploma thesis demonstrated the fundamental influence and impact of drawing on EU funds on ensuring efficient planning of investment measures for determining the optimal allocation of funds for the development and maintenance of road infrastructure in the Central Bohemia Region. The total proven amount of subsidies received from EU funds in the last ten years amounting to CZK 8 741 047 703 represents 62.3% of the total amount of the Central Bohemian Region budget to cover the costs of renewal of the road network in the Central Bohemia region for the same period. The main recommendation resulting from the results of the financial analysis at the end of the thesis is that the Central Bohemian Region has in the long term for the period 2017 - 2051 the opportunity to choose the optimal strategy for maintenance and development of the road network, which will bring savings of 12 348 million CZK incl. VAT at undiscounted values. |
