THE EFFECTIVENESS OF FISCAL RULES IN ECONOMIC GROWTH IN THE LAST DECADE IN SELECTED EU COUNTRIES

| Abstract: | Tato diplomová práce se věnuje účinnosti fiskálních pravidel v době ekonomického růstu v poslední dekádě ve vybraných zemích Evropské unie. Teoretická část je složena ze tří kapitol, přičemž první kapitola se věnuje fiskální politice, druhá je zaměřena na fiskální pravidla a poslední kapitola teoretické části se věnuje vztahu veřejných rozpočtů a ekonomického a politického cyklu. Praktická část obsahuje kapitoly o fiskálních pravidlech v praxi, a to jak na úrovni Evropské unie, tak na úrovni jednotlivých států, kapitolu o použité metodice analýzy, a především kapitolu o fiskálních pravidlech ve vybraných zemích, kterými jsou Česká republika, Slovinsko, Slovensko a Malta a kapitolu o hodnocení jejich hospodaření. Pro toto hodnocení jsou přitom použity analytické a statistické metody. Z tohoto hodnocení vyplývá závěr, že vybrané země, které měly po celé sledované období v platnosti svá národní fiskální pravidla nehospodaří v době ekonomického růstu lépe než země, které v platnosti po celé sledované období zavedená fiskální pravidla neměly. Tím byl také naplněn stanovený cíl práce. Práce tak poskytuje jiný náhled na fiskální pravidla, konkrétně na jejich účinnost v době ekonomického růstu a také komparace hospodaření vybraných zemí. |

| Abstract: | This thesis is about the effectiveness of fiscal rules in times of economic growth in the last decade in selected countries of the European Union. The theoretical part is consist from three chapters. The first chapter is focused on fiscal policy, the second is focused on fiscal rules and the last chapter of the theoretical part is focused on the relationship between public budgets and the economic and political cycle. The practical part contains chapters about the fiscal rules in practice, the first at the level of the European Union and second at the national level, a chapter with the used methodology of analysis, and especially chapters about the fiscal rules in selected countries such as the Czech Republic, Slovenia, Slovakia and Malta and a chapter about the evaluation of their economy. For this evaluation are used the analytical and statistical methods. The conclude of this thesis is that the selected countries that had their national fiscal rules in force throughout the reporting period do not perform better in times of economic growth than those that did not have fiscal rules in force throughout the all reporting period. This also fulfilled the goal of the thesis. The main contribution of this thesis is different view of fiscal rules, especially of their effectiveness in times of economic growth and also comparison of the selected countries. |
