Abstract: | The general subject area of this research is the US-China economic relationship – specifically its trade and investment aspects. The research relates to the very recent developments in this relationship, that is the ongoing trade war. The decision of the Trump administration to levy tariffs on Chinese goods at the beginning of 2018 and its later escalation is marking a paradigm shift and a reversal of an engagement policy towards China that has been in place for the past twenty years. The sudden change of approach might come as no surprise considering the issues at stake – future of the open trading system, maintaining the US technological dominance, as well as a looming risk of military conflict. This study argues there were possibly three distinct roles the same tariffs employed by the US in the trade war with China were playing: one has to do with the use of protective tariffs according to the logic of economic nationalism, the other two see the tariffs’ role as either a negotiating tool or a punitive action – both part of a broad category of negative economic sanctions. The study provides the theoretical and contextual basis needed for these explanations. |

Abstract: | Předmětem výzkumu této práce jsou americko-čínské ekonomické vztahy – přesněji řečeno jejich obchodní a investiční stránka. Tato práce se dotýká vývoje událostí v poslední době, konkrétně obchodní války mezi USA a Čínou. Rozhodnutí administrativy Donalda Trumpa uvalit cla na čínské zboží směřující do USA značí paradigmatickou změnu a dále obrat v dosavadní vstřícné politice vůči Číně předchozích dvaceti let. Tato náhlá změna přístupu k Číně není překvapením při ohlédnutím se na témata stojící v protikladu zájmu obou velmocí: jedná se o budoucnost světového obchodního systému, dominanci nad světovým trhem technologií nové generace. V sázce je i přibližující se riziko ozbrojeného konfliktu mezi těmito dvěma velmocemi.Tato práce argumentuje, že nástroj cel užitý USA v obchodní válce s Čínou zastával tři odlišné úlohy: na prvním místě šlo o ochrannou složku cel inspirující se ideologií hospodářského nacionalismu. Na druhém místě sloužila cla buď jako prostředek pro vyjednávání nebo nástroj ekonomické války. V takovém případě cla, hromadně vzato, plnila mise ekonomické diplomacie USA. Smyslem práce je poskytnout teoretický a kontextuální základ pro tyto dva výklady. |
