| Abstract: | Tato bakalářská práce se zabývá vlivem Švédského království na environmentální politiku Evropské unie. Konkrétně zkoumá dvě období švédského předsednictví Rady EU (2001 a 2009) a období držení postu komisaře pro životní prostředí (1999-2004). Práce si klade za cíl identifikovat a zhodnotit způsoby, kterými Švédsko v těchto obdobích ovlivňovalo environmentální politiku EU. Výzkum vychází z předpokladu, že Švédsko je v oblasti ochrany životního prostředí „tahounem“ a díky zvýšené moci, vycházející z držení vrcholných funkcí, bude v těchto obdobích vyvíjet značný vliv. Cíle je dosaženo analýzou průběhu vykonávání těchto funkcí. V rámci analýzy jsou využívány teoretické koncepty intergovernmentalismu a nastolování agendy. Práce dochází k závěru, že Švédsko prosazovalo svůj vliv v omezené míře a nenaplnilo tak svůj potenciál, zejména díky vnějším faktorům. Výsledky práce dále ukazují, že nastolování agendy bylo pro Švédsko nejdůležitějším nástrojem v prosazování vlivu. Objektivní posouzení či kvantifikace vlivu jsou však díky komplexní povaze EU značně obtížné. |

| Abstract: | This bachelor thesis deals with the Kingdom of Sweden’s influence on the environmental policy of the European Union. It specifically examines the two instances of the Swedish Presidency of the Council of the EU (2001 and 2009) and the period of holding the office of the Commissioner for the Environment (1999-2004). The thesis aims to identify and evaluate the means that Sweden used to influence the environmental policies of the EU during these time periods. The research assumes that Sweden is an environmental leader and that it will exert significant influence, due to the additional power that the Presidency and Commissioner offices carry. The aim is fulfilled by an analysis of the terms of holding the respective offices. The analysis utilizes the theoretical concepts of intergovernmentalism and agenda-setting. The thesis concludes that Sweden exerted its influence in a limited manner and did not fulfil its potential. This was mostly due to external factors. Moreover, the thesis indicates that agenda-setting was the most important instrument for Swedish influence. However, an objective evaluation or a quantification of influence are quite difficult, owing to the complex nature of the EU. |
