| Abstract: | Tato práce se zabývá šířením normy regulující zacházení s daty v podobě, kterou propaguje Evropská unie. Cílem této práce je odpovědět na otázku, zda se Evropské unii daří prosazovat její přístup k pohybu, rozlišování a ochraně dat, jakožto nové normě, i v mezinárodním prostředí a zda jiné státy tento přístup přejímají. Analýzu je provedena na základě teorie životního cyklu normy, díky níž lze lépe identifikovat jednotlivé aktéry a způsoby, jakými normu prosazují. Na základě analýzy bylo prokázáno, že jiné státy evropskou normu buď přijímají nebo již jednají v souladu s jejími zásadami. Můžeme tedy odvodit, že se Evropské unii daří normu prosazovat. Přesto nelze v blízké budoucnosti očekávat vznik jednotných pravidel pro zacházení s daty na mezinárodní úrovni. |

| Abstract: | This thesis is focused on spreading of the norm regulating data procession in the form, which is being propagated by the European union. The aim of this thesis is to answer whether is the European Union successful in propagation of its approach to the movement, differentiation and protection of data as a new norm in the international environment and if other states adopt this approach as well. The analysis is conducted on the basis of the theory of the life cycle of the norms, which helps us to identify individual actors as well as the means which they use to propagate the norm. Based on this analysis we can conclusively prove, that other states are either adopting or already acting in accordance with the norm. Based on this, we can deduce that the European Union is successful in propagation of its norm. Nevertheless, it is not possible to expect an emergence of one set of the rules regulating data procession on international level. |
