| Abstract: | Cílem této diplomové práce je zjistit současné mezinárodně-právní postavení pracovníků ekonomické diplomacie na příkladu českých vládních agentur CzechTrade a CzechInvest. Po základním teoretickém úvodu je představena současná institucionální úprava ekonomické diplomacie v ČR a působení agentur v USA. Pro mezinárodní srovnání jsou dále představeny modely dalších zemí, konkrétně Švédska, Kanady, Velké Británie a Německa. Na základě těchto komparací a také analýzy z pohledu přijímajících zemí je poté provedeno zkoumání otázky mezinárodně-právního postavení pracovníků. To je na závěr práce posouzeno i v kontextu původního záměru tvůrců Vídeňské úmluvy o diplomatických stycích, která postavení pracovníků upravuje. Práce došla k závěru, že ve světě i v české praxi dochází k přibližování statutu pracovníků ekonomické diplomacie ke "klasickým" kariérním diplomatům. Díky tomu požívají při svém působení téměř totožných výsad a imunit jako kariérní diplomaté. Dalším přínosem této práce je rešerše současných institucionálních struktur ekonomické diplomacie ve zkoumaných zemích, neboť v době vypracování práce neexistovala v českém prostředí odborná literatura, která by pracovala s aktuálními informacemi. |

| Abstract: | Goal of this diploma theses is to discover current position of representatives in economic diplomacy in scope of international law. This is performed on the example of Czech governmental agencies CzechTrade and CzechInvest. Basic theoretical introduction is followed by introduction to current institutional structure of Czech economic diplomacy and its representation in the USA. For international comparison were introduced models of economic diplomacy in other countries, namely Sweden, Canada, UK and Germany. Based on this comparison and analysis from the point of view of accepting states is thoroughly examined question of position of economic diplomacy representatives in scope of international law. This question is in the final part of this thesis examined as well in the scope of original ideas of creators of Vienna Convention on Diplomatic Relations. This diploma thesis came to conclusion that position of representatives in economic diplomacy converges to position of "classic" career diplomats. Thanks to this fact they enjoy privileges and immunities in very similar scope as those career diplomats. The other contribution of this diploma thesis is review of current institutional structure of economic diplomacy in examined countries, as in the time of completion of this work didn't exist in Czech expert environment any literature with current information. |
