| Abstract: | S postupným rozvojem oboru mezinárodních vztahů se do pole zájmu odborníků začali dostávat i jiní než tradiční aktéři, jako tomu bylo a je v případě nestátních aktérů. Nestátní aktéři se, mimo jiné, podílejí svou činností i na vytváření nových standardů jak ve společnosti, tak v mezinárodních organizacích. Výjimkou není ani oblast environmentální politiky. Hlavním tématem této diplomové práce je proto návrh směrnice COM/2018/340 evropského parlamentu a rady o omezení dopadu některých plastů na životní prostředí a nestátní aktéři, kteří vstupovali do rozhodovacího procesu 2018/0172/COD v různých fázích životního cyklu norem. Cílem této diplomové práce je identifikovat nestátní aktéry, kteří měli možnost se určitým způsobem podílet na podobě zákona. Práce se dále zaměří na identifikování podmínek, za jakých k takovým událostem docházelo. |

| Abstract: | Although the International Relations (IR) as a field of study initially focused on purely traditional actors, the interest of IR experts has eventually shifted to other actors, including non-state actors. Non-state actors take part, among others, in setting new standards in society but also in international organizations. Environmental policy is no exception. The main theme of this diploma thesis is the proposal for a directive of the European parliament and of the the Council COM/2018/340 on the reduction of the impact of certain plastic products on the environment and the non-state actors that that were part of the decision making procedure 2018/0172/COD throughout the life cycle of the norm. The main aim of this diploma thesis is to identify the non-state actors who were involved in the decision making procedure and the conditions under which their involvement happened. |
