| Abstract: | Cílem této bakalářské práce je komparace vybraných dat ze střednědobých výhledů rozpočtů se závěrečnými účty města Roudnice nad Labem za sledované období 2014-2018 a vyhodnocení získaných poznatků a přednesení doporučení, které by směřovaly k přiblížení střednědobých výhledů rozpočtů k reálnému hospodaření obce. Nejpřesnější predikce v rámci sledovaného období lze nalézt u výdajové stránky rozpočtu obce, kde se jednotlivé odhady odchylují od reálných částek výdajů o 13-40 %. Hůře si stojí příjmová stránka rozpočtu, jejíž odchylky se pohybují v rozmezí 19-50 %. Teoretická část práce zprvu zasazuje téma do kontextu ekonomických teorií, definuje charakteristiku obecního zřízení a následně se věnuje charakteristice rozpočtového procesu. Konkrétně obecnímu rozpočtu (jeho struktuře, funkcím a obsahu), střednědobému výhledu rozpočtu, jehož význam práce zdůrazňuje, a závěrečnému účtu. Na závěr teoretické části je uvedena metodika pro část praktickou – komparovány jsou nejprve predikované příjmy a následně predikované výdaje s daty ze závěrečných účtů u konkrétních let sledovaného období. Praktická část je zakončena návrhy a doporučeními adresovanými obci Roudnici nad Labem, které by spěly k přiblížení jejich predikcí ve střednědobých výhledech rozpočtů k reálnému hospodaření obce. Neboť jsou výdaje i příjmy v rámci sledovaného období předpokládány ve všech výhledech nižší, hlavním doporučením je v dalších letech zvýšit předpokládané hodnoty alespoň o průměrnou hodnotu vycházející ze zkoumaného období. Při realizaci doporučení je také nezbytné brát v potaz aktuální ekonomickou situaci. Za hlavní přínos práce považuji, že uvedená doporučení a návrhy je možné zobecnit pro jiné obce a práci tak lze použít jako obecné východisko pro vytváření střednědobých výhledů rozpočtů tak, aby se co nejvíce shodovaly s realitou. Práce zdůrazňuje význam střednědobého výhledu rozpočtu, jelikož jeho správné sestavení spěje k zefektivnění hospodaření obcí. Proto veškerým municipalitám doporučuji věnovat mu dostatečnou pozornost. |

| Abstract: | This Bachelor's thesis aims to compare selected data of medium-term budgetary outlook to final account for the town Roudnice nad Labem in the reporting period 2014-2018 and to evaluate these gained findings and to present the recommendation, which would lead to drawing closer medium-term budgetary outlook to real economy of municipality. In this reporting period the most accurate estimate is the expense budget of municipality, as the certain estimation differed from the real figures of expenses by 13-40 %. The income budget is not very corresponding facts, as the deviation ranged 19-50 %. The theoretical part of the study begins by explaining the topic in the context of economic theories, defines the characteristics of the municipal establishment and then describes the characteristics of the budgetary process. Specifically the municipal budget (its structure, functions and content), especially the medium-term budgetary outlook, which is emphasized in this study, and the final account. Methodology for the practical part is described in the last section of theoretical chapter – first estimated incomes and then estimated expenses are compared with the figures from the final accounts for certain years in the reporting period.The practical part of this study ends with suggestions and recommendations addressed to the municipality Roudnice nad Labem, which would help to bring closer their predictions in the medium-term budgetary outlook to the real municipal economy. Because expenses and incomes are estimated lower in all perspectives during the reporting period, the main recommendation is to increase the anticipated figures in the coming years by at least an average value based on the research period. During implementing the recommendations is also necessary to consider the current economic situation.I find the most important contribution of the study in that, the recommendations and the suggestions can be generalized to other municipalities and the study can be used as a general starting point, how to make medium-term budgetary outlooks corresponding as much as possible to reality. The study emphasizes the value of medium-term budgetary outlook, as its correct compilation leads to more efficient municipal economy. Therefore, I recommend to all municipalities to pay close attention to it. |
