| Abstract: | Předmětem bakalářské práce je poukázat na poměrně složitý společenský fenomén, jakým je byrokracie. Hlavním předmětem zkoumání je otázka, zda se daří vládám České republiky snižovat byrokracii ve veřejné správě. Jako výchozí zkoumaný orgán je použita Česká správa sociálního zabezpečení. Práce je rozdělena do dvou částí. První je věnována objasnění pojmů byrokracie, „debyrokratizace“ a veřejná správa. Ve druhé jsou popsány dosavadní postupy vlád ke snižování byrokracie, jak ve veřejném sektoru, tak i ve zkoumané instituci. V závěrečné praktické části práce zkoumá vztah mezi počtem zaměstnanců a počtem klientů a dochází k závěru, že zvyšování počtu zaměstnanců není přímo úměrné zvyšování počtu klientů, počet klientů roste rychle. Nedochází tedy k nadměrnému zvyšování byrokracie v počtu úředníků. |

| Abstract: | The scope of the bachelor's thesis is to point out a relatively complex social phenomenon, such as bureaucracy. The main researched area focuses on a hypothesis whether the governments of the Czech Republic are succeeding in reducing bureaucracy in public administration. The Czech Social Security Administration is used as the initial examined authority. The work is divided into two parts. The first section undertakes to clarify the concepts of bureaucracy, "debureaucratization" and public administration. The second part of the bachelor's thesis describes the current procedures of governments to reduce bureaucracy, both in the public sector and in the institution under study. The final practical part of the thesis examines the relationship between the number of employees and the number of clients and concludes that increasing the number of employees is not directly proportional to increasing the number of clients, the number of clients is growing rapidly. There is therefore no excessive increase in bureaucracy in the number of officials. |
