| Abstract: | Cílem diplomové práce je na základě analýzy vývoje nemocenského pojištění v ČR mezi roky 2000 – 2019 charakterizovat základní změny, ke kterým v této oblasti došlo, detailněji od roku 2009, kdy vzešel v platnost nový zákon o nemocenském pojištění. Na základě této analýzy dále návrh opatření, která přispívají k příznivému vývoji nemocenského pojištění. Dílčím cílem práce je analýza dopadů zrušení karenční doby. Téma diplomové práce je velmi významné a aktuální, neboť v posledních letech dochází k zásadním změnám dotýkajících se nemocenského pojištění, jako je zavedení nových dávek a zrušení karenční doby. V teoretické části jsou rozebrány základní termíny spojené s nemocenským pojištěním a jsou charakterizovány jednotlivé dávky nemocenského pojištění. V praktické části je provedena analýza změn nemocenského pojištění a dopadů karenční doby. Z tohoto výzkumu vyplývá, že opatření přijatá s účinností nového zákona o nemocenském pojištění naplnila předem stanovená očekávání, tedy klesal objem vyplacených dávek a docházelo ke snížení zneužívání dočasné pracovní neschopnosti, tedy rostla motivace lidí pracovat. Díky zrušení karenční doby se zvýšily náklady zaměstnavatelů související s náhradou mzdy. V době přehřívání ekonomiky a trhu práce není toto opatření vhodné. Možnou alternativou karenční doby, která by neměla velký vliv na vývoj ekonomiky, je nabízení firemních benefitů (sick days), které jsou již v dnešní době aktivně využívány. |

| Abstract: | The aim of the diploma thesis is based on the analysis of the development of health insurance in the Czech Republic between 2000 - 2019 to characterize the basic changes, to submit to this scope, in more detail since 2009, when the new law on health insurance will increase. Based on this analysis, it also proposes measures that contribute to the favorable development of health insurance. A partial opinion is the analysis of the effects of the abolition of the waiting period. The topic of the diploma thesis is very good and current, it is possible to use it in recent years. In the theoretical parts, the basic terms with health insurance are analyzed and health insurance tax benefits are characterized. The practical part is an analysis of changes in health insurance and the effects of the waiting period. This research shows that the measures taken with the effectiveness of the new Act on Sickness Insurance met predetermined expectations, ie a reduction in the volume of benefits paid and a reduction in the abuse of incapacity for work, ie a distribution of people's motivation. Thanks to the abolition of the waiting period, the price of employers related to wage compensation is increasing. At a time of overheating of the economy and the labor market, this measure is not possible. A possible alternative to the waiting period, which would not have a major impact on the development of the economy, is to offer corporate benefits (sick days), which are already actively used today. |
