Possible developement of automobile industry in Czechia and its impact on public finances with regards to European emission standards in the span between the years 2020 and 2030

| Abstract: | Tato diplomová práce se zabývá automobilovým průmyslem v ČR, jenž zde představuje důležité průmyslové odvětví. Evropský automobilový průmysl je aktuálně ovlivněn nejenom pandemií koronaviru, ale především novými evropskými emisními normami, které jsou v účinnosti od 1.ledna roku 2020. Cílem práce je zformulovat doporučení pro podporu rozvoje elektromobility a vyčíslit případné dopady na veřejné finance v letech 2020-2030 na základě scénářů možného vývoje elektromobility s využitím současné praxe uplatňované v evropských zemích. Teoretická část práce analyzuje pojem externalit, zabývá se vývojem rámcové enviromentální politiky a nařízením o emisních limitech pro nově vyrobená osobní a lehká užitková vozidla. Součástí je též přehled využívaných podpor elektromobility v evropských zemích. V praktické části je vytvořen základní model vývoje automobilového průmyslu spolu s využitím realistické a optimistické předpovědi možného rozšíření elektromobilů v ČR mezi lety 2020-2030 a s využitím scénářů podpor inspirovaných Německem, Nizozemím a Norskem. Hodnocena byla i míra přizpůsobení automobilového průmyslu v ČR požadavkům rozvoje elektromobility spolu s možnými dopady na veřejné finance. Na základě výsledku analýzy je doporučena implementace plošné podpory na pořízení elektromobilu. Současně je navržena úprava výše poplatků při registraci osobního vozidla a způsobu jeho výběru. Posledním doporučením je úprava a rozšíření výběru silničních daní jako kompenzační zdroj za budoucí pokles výnosů ze spotřebních daní z benzínu a nafty |

| Abstract: | The thesis focuses on the topic of automobile industry in Czechia, which presents important branch of local industry. Not only is the European automobile industry affected by the coronavirus pandemic at the moment but, which is more important, it is also affected by the new european emission standards that came into force on the 1st of January 2020. The main goal of the thesis is to phrase a reccomendation to support the developement of electromobility. In addition, it aims to calculate the possible impact on the public finances, based on the different scenarios of electromobility developement with the use of current practice applied in European countries. Theoretical part analyzes the concept of externalities and deals with the developement of general enviromental policies and regulations concerning emission limits for newly constructed personal and light commercial vehicles. It also involves overview of currently used methods of electromobility support in European countries. In Practical part, a basic concept of automobile industry developement is created, along with the use of realistic and optimistic prediction of possible spread of electromobiles in Czechia in the span between 2020 and 2030. It also utilizes the support scenarios inspired by Germany, the Netherlands and Norway. There is also an evaluation of Czech automobile industry adaptation to electromobility developement demand, along with the possible impacts on public finances. Based on the result of the analysis, there is a recommendation to implement global support to acquire electromobiles. In addition, an adjustment is proposed to alter the size of vehicle registration fee and the mean of its collection. Last recommendation is to modify and expand the collection of road tax, as a source of compensation for future decline of returns from gas and oil excise |
