The current energy policy of the European Union and its influence on the creation of the energy policy of the Czech Republic

| Abstract: | Cílem této práce je mapování současné energetické politiky EU a České republiky a to s důrazem na legislativní i nelegislativní část. Předmětem analýzy je zejména současná politika EU ve vztahu k energetické politice a její následný dopad na autonomii formulování a provádění energetické politiky ČR. EU si v otázkách energetiky klade primární cíl ochrany životního prostředí a to v mnoha případech bez dostatečného zohlednění ekonomických či bezpečnostních rizik.Nicméně proto, aby bylo možné analyzovat vliv EU je zapotřebí vymezit danou problematiku a konkrétněji upřesnit zvolený směr této práce. První část teoretické části obsahuje východiska teorie veřejné volby a její vztažení k fungování EU. Další část popisuje vývoj, charakteristiky a obecný právní rámec energetické politiky EU. Důraz je kladen zejména na nejnovější legislativní balíček, tzv. Zimní balíček. Poslední část teoretické části vymezuje právní rámec v oblasti energetiky a prezentuje primární strategické dokumenty energetické politiky ČR.Praktická část se věnuje především prokázání platnosti ústřední hypotézy. Dospívám k závěru, že v oblasti bezpečnosti EU prokazatelně podporuje obnovitelné zdroje jako primární zdroj na úkor jaderné energie. V oblasti ekonomické efektivity výsledky mé práce ukazují, že obnovitelné zdroje jsou dražší zdroj než jaderná energie, což v praxí implikuje vyšší náklady spojené s koncovou cenou elektřiny pro spotřebitele a zároveň to omezuje implementaci Státní energetické koncepce. V otázce principu národní suverenity docházím k závěru, že současné směřování EU je v rozporu s čl. 194 Lisabonské smlouvy. Závěr praktické části je věnována potenciálnímu vývoji primárních energetických zdrojů jako je jaderná energie a obnovitelné zdroje. |

| Abstract: | The aim of this work is to map the current energy policy of the EU and the Czech Republic with emphasis on the legislative and non-legislative part. The subject of the analysis is mainly the current EU policy in relation to energy policy and its subsequent impact on the autonomy of formulating and implementing the energy policy of the Czech Republic. In energy matters, the EU sets itself the primary goal of protecting the environment, in many cases without taking sufficient account of economic or security risks.However, in order to be able to analyze the influence of the EU, it is necessary to define the issue and more specifically specify the chosen direction of this work. The first part of the theoretical part contains the basis of the theory of public choice and its relationship to the functioning of the EU. The next section describes the development, characteristics and general legal framework of EU energy policy. Emphasis is placed on the latest legislative package, the so-called Winter Package. The last part of the theoretical part defines the legal framework in the field of energy and presents the primary strategic documents of the energy policy of the Czech Republic.The practical part is mainly devoted to proving the validity of the central hypothesis. I conclude that, in the area of security, the EU has demonstrably supported renewables as a primary source at the expense of nuclear energy. In the field of economic efficiency, the results of my work show that renewable sources are a more expensive source than nuclear energy, which in practice implies higher costs associated with the final price of electricity for consumers and also limits the implementation of the State Energy Concept. On the issue of the principle of national sovereignty, I conclude that the current direction of the EU is contrary to Article 194 of the Treaty of Lisbon. The conclusion of the practical part is devoted to the potential development of primary energy sources such as nuclear energy and renewable sources. |
