| Abstract: | Rostoucí role měst v mezinárodních vztazích poskytla nové podněty k jejich zkoumání v kontextu mezinárodní bezpečnosti. Města se stala klíčovými aktéry v zajišťování bezpečnostních hrozeb a v budování resilience státu vůči těmto hrozbám. Práce analyzovala koncept resilience měst a sekuritizaci hrozeb vůči městům na třech úrovních – OSN, EU a konkrétního projektu evropské městské politiky. Využila k tomu strategii komparativní případové studie a provedla kvalitativní obsahovou analýzu zkoumaných úrovní. Analýza potvrdila, že je koncept resilience na všech úrovních definován, ovšem s různým zacílením na městskou politiku a konkrétní hrozby. Analýza objevila, že se sekuritizace hrozeb vyskytuje na všech zkoumaných úrovních. Největší odlišnosti se prokázaly v propojení hrozeb s městskou politikou a v zacílení referenčních objektů, které je před hrozbami potřeba chránit. |

| Abstract: | The growing role of cities in international relations has offered a new impetus for their study in the context of international security. Cities have become key actors in providing security and building state resilience to security threats. The thesis analysed the concept of resilience and the securitization of threats at three levels – the UN, the EU and a specific project of European urban policy. The work used the strategy of comparative case study and performed a qualitative content analysis of the examined levels. The analysis has confirmed that the concept of resilience is defined at all three levels but with a different focus on urban policy and specific threats. The analysis found that securitization occurs at all levels examined. The biggest differences were demonstrated in the connection of threats with urban policy and in the targeting of reference objects that need to be protected from threats. |
