| Abstract: | Diplomová práce se zabývá aktuální problematikou využívání dotačních prostředků územně samosprávnými celky. Teoretická část práce se věnuje charakteristice územně samosprávných celků, jejich hospodařením a možnostmi jejich financování. Vysvětluje pojmy jako je rozpočtový proces, rozpočtová skladba nebo dotace včetně jejich typologie a koncepce jejich účtování v podmínkách vybraných účetních jedno-tek. V praktické části je provedena analýza podílu financovaných aktivit pomocí do-tací na celkovém rozpočtu obcí správního obvodu obce s rozšířenou působností Telč. Dále jsou pomocí dotazníkových šetření zjišťovány zkušenosti obcí s čerpáním dota-cí a vnímání realizovaných projektů veřejností u vybrané obce. Výstupem práce jsou doporučení pro zkoumané obce, která vyplynula z dotazníkových šetření. |

| Abstract: | The thesis deals with the current problems of utilizing subsidies by local governments. The theoretical part pursues the characteristics of local governments, their management and the possibilities of funding. Terms like budgetary procedure, budget structure or subsidy are explained including their typology and concept of their accounting in the chosen accounting units. In the practical part, there is an analysis of the proportion of activities funded by subsidies in the total budget of municipalities in the administrative unit of Telč municipality with extended powers. The work also looks into the experience of municipalities with drawing subsidies by means of interview surveys and viewing the projects implemented in the chosen municipality by the public. The outcomes of the work are recommendations for the municipalities under review that emerged from the interview surveys. |
