| Abstract: | Text této diplomové práce se zaměřuje na vyhodnocení vývoje počtu příjemců příspěvků na živobytí a doplatků na bydlení ve znevýhodněných regionech ČR s vyzdvihnutím zvláštních dopadů současného poskytování sociálního bydlení v České republice. Cílem práce je potvrdit, zda se mnou zkoumané regiony nadále řadí k oblastem, kam směřuje nejvyšší objem vyplacených dávek v hmotné nouzi na obyvatele. V teoretické části charakterizuji základní aspekty sociálního bydlení v ČR a jeho roli v obecném pojetí sociální politiky státu, vymezuji základní pojmy, které jsou v práci klíčové a vysvětluji soudobý systém poskytovaných dávek v ČR se zaměřením na vyplacené dávky ve spojitosti s bydlením. Praktická část práce se zaměřuje na samotnou analýzu a vyhodnocení vývoje počtu příjemců dávek pomoci v hmotné nouzi v Ústeckém a Moravskoslezském kraji, jakožto regiony, kam v minulosti směřoval nejvyšší objem vyplacených dávek na bydlení. Díky získaným informacím z dotazníkového šetření s odborníky z oboru sociálního bydlení jsou v textu zahrnuty praktické poznatky ze současného systému poskytování sociálního bydlení ve zkoumaných regionech. Z vypracovaných analýz vyplývá, že zkoumané oblasti se nadále řadí k regionům ČR, kam každoročně směřuje nejvyšší počet vyplacených dávek pomoci v hmotné nouzi na obyvatele a objem finančních prostředků na tyto dávky. |

| Abstract: | The text of this diploma thesis focuses on the evaluation of the development of the number of recipients of allowances for living and supplements for housing in disadvantaged regions of Czech republic with highlighting the special effects of the current provision of social housing. The main aim of thesis is to confirm whether the examined regions to belong to the areas where is directed the highest volume of paid benefits in material need per capita. The theoretical part characterizes the basic aspects of social housing in the Czech republic and its role in the general concept of social policy. It defines the basic concepts that are key in the thesis and describes the current systems of benefits provided in the Czech republic with a focus on benefits paid in connection with housing. The practical part focuses on the analysis and evaluation of the development of the number of recipients of benefits in material need in the Ústí nad Labem and Moravskoslezský regions, as regions where went in the past the highest volume of paid housing benefits. Thanks to the information obtained from the questionnaire survey with experts in the field of social housing, the text includes practical knowledge from the current system of providing social housing in the examined regions. The analyzes show that the examined areas continue to belong to the regions of the Czech Republic, where is directed the highest amount of paid benefits of assistance in material need per capita every year and the amount of funding for these benefits. |
