Housing as a Solution to the Homelessness Problem (Focused on 2015-2025)

The aim of this thesis is to analyse recent developments in social housing as an important tool in fighting poverty, homelessness, and social exclusion, and to formulate recommendations for further action in this field. An issue specific to the Czech Republic is the absence of legislation for social housing or its target group. In the theoretical part of this thesis, I thus define the vulnerable population group at risk of social exclusion, the concept of social housing, and the different approaches to its solution, such as the permeable housing system or the Housing First system. In the practical part of this thesis, I first analyse the statistical data regarding housing and the risk of poverty of Czech and other European Union households. This analysis shows that for 8% of households, which is approximately 352 thousand households, housing costs represent more than 40% of their net income, and 2.1% of households are left with less than the living wage after deducting housing costs. The second aim of the practical part is to analyse The Conception of Social Housing in the Czech Republic 2015-2025, which is assessed here in terms of its objectives and success in achieving them, and to recommend further progress within this system. The analysis shows that only 40% of the Conception’s objectives, most of which were scheduled to be met by the end of 2016, have been achieved to this day.
