| Abstract: | Tématem práce jsou rozpočtové a institucionální dopady vystoupení Spojeného království z Evropské unie. V teoretické části jsou představeny základní rysy unijního rozpočtu včetně jeho vývojových tendencí od roku 1988 do současnosti a dále je nastíněn institucionální rámec Evropské unie s důrazem na podobu tří klíčových unijních institucí a jejich zásadních proměn od roku 1993 do současnosti. V praktické části jsou identifikovány dopady brexitu jednak na příjmy a výdaje unijního rozpočtu včetně rozpočtové bilance členských států a mechanismů korekce jejich rozpočtových nerovnováh, jednak na podobu a fungování Evropské komise, Rady Evropské unie a Evropského parlamentu. Hlavní zjištění práce spočívá v tom, že i přes některé dílčí úpravy (např. systém vlastních zdrojů, složení Evropského parlamentu), brexit dosud nepředstavoval dostatečně silný impulz k zahájení zásadních reformních kroků v rozpočtové a institucionální oblasti. |

| Abstract: | The topic of the thesis is the budgetary and institutional impacts of the United Kingdom’s withdrawal from the European Union. The theoretical section presents the basic characteristics of the EU budget, including trends in it from 1988 until the present day, and also outlines the institutional framework of the European Union with emphasis on the form of the three key EU institutions and fundamental changes to them from 1993 to the present. The practical section identifies the impacts of Brexit both on revenue and expenditure in the EU budget, including the budgetary balances of individual Member States and mechanisms for correction of their budgetary imbalances, and on the form and operation of the European Commission, the Council of the European Union and the European Parliament. The main findings of the work consist of the fact that, despite a few partial alterations (for example the system of own resources, the composition of the European Parliament), Brexit has not yet been a sufficiently strong impulse to start fundamental reform steps in terms of the budget and institutions. |
