| Abstract: | Práce se zabývá analýzou efektivnosti poskytování dávek na bydlení v Ústeckém kraji v letech 2008–2018. Cílem práce je ověřit, zda v Ústeckém kraji ve sledovaném období docházelo ke zneužívání doplatku a příspěvku na bydlení, vyčíslit možné dopady do státního rozpočtu a navrhnout vlastní řešení v porovnání s připravovanými opatřeními Ministerstva práce a sociálních věcí (MPSV). Význam tématu je zdůrazněn na příkladu Ústeckého kraje, kde je v celé zkoumané periodě zaznamenán nadprůměrný počet i objem vyplacených dávek na bydlení. Přidaná hodnota práce spočívá ve zhodnocení systému nastavení dávek na bydlení ve sledovaném období, upozornění na možnost zneužití dávek a jeho význačnost pro státní rozpočet. Literární rešerše, modelové příklady domácností pobírající příspěvek na bydlení potvrzují eventualitu zneužití dávek a zcela jiné účinky dávek než původní zamýšlené účinky ze strany MPSV. Nadprůměrné čerpání dávek v Ústeckém kraji je podmíněno sociální situací domácností a nedostatečným ověřování nároku žadatelů na tyto dávky. Na základě dat o objemu přeplatků a doplatků, sumě vymožených pohledávek Celním úřadem Ústeckého kraje, a především výsledků sociálního šetření je odhadnuta výše úspory pro stát, která činí každoročně několik milionů korun. V závěru práce jsou uvedena současná i plánovaná opatření vlády, která jsou ve většině případů zhodnocena jako nedostatečná v boji proti zneužívání dávek na bydlení, a to především ze strany majitelů ubytovacích zařízení. Na úplný závěr je poskytnuto vlastní řešení problematiky. |

| Abstract: | The thesis deals with the analysis of the effectiveness of providing housing benefits in the Ústecký region in the years 2008–2018. The aim of the thesis is to verify whether the supplement of housing and housing allowance were abused in the Ústecký region in the monitored period, to quantify possible impacts on the state budget and to propose its own solution in comparison with the prepared measures of the Ministry of Labor and Social Affairs (MLSA). The importance of the topic is emphasized on the example of the Ústecký region, where an above-average number and volume of paid housing benefits are recorded in the entire period under review. The added value of the work lies in the evaluation of the system of setting housing benefits in the monitored period, warning of the possibility of misuse of benefits and its significance for the state budget. Literature searches, model examples of households receiving housing allowance confirm the possible abuse of benefits and completely different effects of benefits than the original intended effects by the MLSA. The high drawdown of benefits in the Ústecký region is conditioned by the social situation of households and insufficient verification of applicants' entitlement to these benefits. Based on data on the volume of overpayments and additional payments, the amount of receivables recovered by the Customs Office of the Ústecký region and especially the results of the social investigation, the amount of savings for the state is estimated at several million crowns every year. At the end of the thesis, the current and planned measures of the government are presented, which are in most cases evaluated as insufficient in the fight against the abuse of housing benefits, especially by the owners of accommodation facilities. At the very end, the solution to the problem is provided. |
