US-NATO Policy under D. Trump: Political Discourse

| Abstract: | Tato práce se zabývá politikou USA vůči NATO za první volební období prezidenta Donalda Trumpa. Cílem této práce je zjistit, zda jsou Spojené státy pod vedením Donalda Trumpa stále ochotny pomoci Evropě v případě ohrožení. K tomu se váže i výzkumná otázka: „Skutečně hrozí Evropě opuštění ze strany jejího nejsilnějšího spojence – USA?“ K jejímu zodpovězení bude využita jako metoda výzkumu Foucaultovská diskurzivní analýza, jelikož na výzkumnou otázku lze odpovědět pouze pomocí dat extrahovaných z diskurzu a tato její varianta zároveň nejlépe umožňuje reflexi performativity. Jako teoretické ukotvení je využita zahraniční politika USA za prezidenta Donalda Trumpa. V práci bylo zjištěno, že v současném stavu jsou USA stále ochotny pomoci Evropě, nicméně je důležité, aby byla vidět její snaha o navyšování výdajů na obranu. To bylo totiž pro Donalda Trumpa stěžejní téma. Evropě tedy opuštění ze strany USA, jakožto jejího nejsilnější spojence, aktuálně nehrozí, nicméně v delším časovém horizontu by k němu v případě zanedbávání výdajů na obranu dojít mohlo. Vztah Donalda Trumpa a NATO se ovšem v jeho prvním volebním období postupně zlepšoval a pokud se bude Evropa na tuto oblast soustředit, bude tomu tak pravděpodobně i nadále. Přínosem této práce je zjištění pro evropské státy NATO, jak musí nadále postupovat, aby si zachovaly pevné spojenectví s USA. |

| Abstract: | This thesis concerns with the US-NATO policy in the first election period of Donald Trump. The goal of this thesis is to discover, whether the USA is still willing to help Europe if the need arises. The research question is connected to the mentioned goal: „Is there an actual possibility that the USA will abandon Europe in the terms of a military alliance? The method used to answer this question is Foucauldian discourse analysis because the necessary data can be discovered only through discourse and this method also enables the confrontation with reality. The US foreign policy under the Trump administration is used as a theoretical anchoring. It was found out that the USA is at the moment still willing to help Europe, but Donald Trump needs to see, that Europe is increasing its defense spending because that is the key topic for him. So currently, there is no threat of the USA abandoning Europe, but in the long run, it is possible, especially if there is no visible effort from Europe to focus more on its defense. The relation between Donald Trump and NATO was improving during his election period so if Europe keeps its focus and finances in this area, the chances are, that this will not change. The main contribution of this thesis is the discovery, that if European states of NATO keep increasing their defense spending, the USA will be here for them. They should take this finding into the account. |
