| Abstract: | Cílem této práce je vyhodnotit efektivitu opt-out systému ve sdíleném lékovém záznamu, zabezpečení spravovaných dat a informovanost občanů v ČR. V teoretické části práce jsou popsány okolnosti vzniku evidence léků. Také je zde popsán opt-out a opt-in systém a hlavní teoretická východiska. Praktická část se zabývá vznikem a konstrukcí sdíleného lékového záznamu v ČR. Jsou zde analyzovány statistické údaje o nesouhlasech se sdílením, data z průzkumu veřejného mínění a data z vlastního dotazníkového šetření, která jsou následně jsou porovnány. Z výsledků bylo zjištěno, že je opt-out systém při zajištění odpovídající ochrany dat efektivním mechanismem pro sběr a sdílení dat, nicméně bez odpovídající informovanosti občanů v ČR. V závěru praktické části je navržena oblast hospodářské politiky, konkrétně důchodový systém, ve které by využití opt-out systému mohlo vést k efektivnějším výstupům. |

| Abstract: | The aim of this bachelor thesis is to evaluate the efficiency of opt-out system in shared medication record, security of the shared data and citizen awareness. The circumstances of creation of the shared medication record, the opt-out system, the opt-in system and the basic theoretical resource are described in the theoretical part. In the practical part, creation and construction of shared medication record are described. Subsequently, the statistical data of the withdrawn consents for data sharing are analyzed. Also, the data obtained from opinion poll and survey are analyzed and compared. As a result, it was found that opt-out system is an effective mechanism for data collection in shared medication record, with corresponding security of the shared data, however, without corresponding stage of awareness of the citizens in the Czech Republic. At the end of the practical part, an area of economic policy, specifically pensions system, is suggested, where usage of opt-out system could lead to more effective outcomes. |
