| Abstract: | Cílem diplomové práce je zhodnotit systém státní sociální podpory, jakožto klíčový nástroj pro podporu rodin s dětmi, skrze poskytované dávky, na jejichž základě jsou nastíněna taková opatření, která by mohla přispět k zajištění zefektivnění celého systému. V práci jsou detailně analyzovány veškeré výdaje na dávky státní sociální podpory, od jejich vzniku v roce 1995 do roku 2019. Dále se práce zabývá značně náročnými legislativními změnami, které nastaly za celé sledované období a jsou stěžejní pro pochopení a určení nároků na dávky. Systém státní sociální podpory v současnosti upravuje pět poskytovaných dávek, na jejichž vyplacení bylo zapotřebí v roce 2019 vynaložit 34 mld. Kč, což představuje 0,59% podíl na HDP a 2,20% podíl na výdajích státního rozpočtu. Práce mimo jiné poukazuje na to, že systém nevytváří zcela správně incentivy pro příjemce dávek ke společensky žádoucímu chování, jako je např. zvýšení ekonomické aktivity, jelikož zejména rodičovský příspěvek, který zaujímá téměř 70 % z celkových vynaložených výdajů, je poskytován všem nastávajícím rodičům bez ohledu na jejich ekonomickou participaci. |

| Abstract: | The aim of the diploma thesis is to evaluate the system of state social support, as a key tool for supporting families with children through the benefits provided. On the basis of these benefits the measures that could contribute to ensuring the efficiency of the whole system are outlined. All benefits of state social support from 1995 to 2019 are analyzed in detail. Furthermore, the thesis deals with very demanding legislative changes that occurred during the entire period and are crucial for understanding and determining entitlement to benefits. The system of state social support currently includes five benefits provided for the payment of which it was necessary to spend CZK 34 billion in 2019 which represents 0.59% share of GDP and 2.20% share of state budget expenditures. Among other things, the thesis shows that the system does not motivate the recipients of benefits to socially desirable behavior, such as increasing economic activity, because especially parental allowance, which accounts for almost 70 % of total expenditure, is provided to all expectant parents, regardless on their economic participation. |
