ANALYSIS AND COMPARISON OF CZECH AND AUSTRIAN HOUSING POLICY IN 2009-2018 AND THEIR EFFECTS ON THE HOUSING MARKETS IN PRAGUE AND VIENNA

| Abstract: | Bakalářská práce se zaměřuje na analýzu bytových politik v České republice a Rakousku a jejich dopady na trzích s bydlením v Praze a Vídni v letech 2009-2018. Cílem práce je přiblížení bytové politiky obou států a následné zhodnocení vývoje dostupnosti bydlení. Teoretická část obsahuje definici bydlení jako speciálního soukromého statku. Dále je v této části popsán ekonomický model trhu a tržní zákony. V další části se práce zabývá rolí státu, nástroji bytové politiky a efekty státních intervencí na trhu s bydlením. V poslední části je obsažena problematika dostupnosti bydlení. Praktická část nejprve popisuje základní charakteristiky zemí a jejich ekonomický vývoj. Dále analyzuje vývoj průměrných mezd obyvatel Prahy a Vídně spolu s vývojem průměrných kupních cen bydlení a nájemného. Pomocí srovnání vývoje mezd obyvatel a cen bydlení poté přibližuje vývoj dostupnosti bydlení v Praze a Vídni. Následně popisuje bytovou politiku a právní rámec České republiky a Rakouska. Poslední část je věnována hospodářsko-politickým doporučením autora, která by mohla pozitivně ovlivnit situaci na trzích s bydlením v hlavních městech. Dostupnost bydlení v hlavních městech se ve srovnání s celostátními průměry České republiky a Rakouska ve sledovaném období zhoršila. Doporučením pro českou a Rakouskou bytovou politiku je obecné zredukování byrokracie, snížení míry regulace trhu, novela stavebního zákona či provádění politik, které by zvýšili atraktivitu ostatních regionů a tím snížili nadměrnou poptávku v hlavních městech. |

| Abstract: | The bachelor thesis focuses on the analysis of housing policies in the Czech Republic and Austria and their impact on the housing markets in Prague and Vienna in 2009-2018. The main goal of this thesis is to approach housing policies of both countries and the subsequent evaluation of the development of housing affordability. The theoretical part contains the definition of housing as a special private good. Furthermore, this section describes the economic model of the market and market laws. The next part deals with the role of the state, housing policy instruments and the effects of state interventions on the housing market. The last part contains deals with the issue of housing affordability. The practical part first describes the basic characteristics of countries and their economic development. It further analyzes the development of average wages of the inhabitants of Prague and Vienna together with the development of average purchase prices of housing and rent. It then approaches the development of housing affordability in Prague and Vienna by comparing the development of wages of the population and housing prices. It then describes the housing policy and legal framework of the Czech Republic and Austria. The last part is devoted to author’s economic policy recommendations, which could positively affect the situation on the housing markets in the capitals. The availability of housing in the capitals deteriorated in the period under review compared to the national averages of the Czech Republic and Austria. Recommendations for Czech and Austrian housing policy are a general reduction of bureaucracy, reduction of market regulation, amendment of the Building Act or implementation of policies that would increase the atractiveness of other regionsand thus reduce excessive demand in capital cities. |
