| Abstract: | Diplomová práce se zabývá zhodnocením hospodaření Středočeského kraje v letech 2014–2018 se zaměřením na kapitolu dopravy a na možnost využít performance budgeting při sestavování rozpočtu Středočeského kraje. Hlavním cílem práce je aplikace performance budgeting na kapitolu dopravy Středočeského kraje a tím identifikovat problémové oblasti při zavádění metody a navrhnout jejich možná řešení. V práci byla využita metoda literární rešerše, komparace, analýzy a syntézy. Bylo zjištěno, že využití performance budgeting při sestavování krajského rozpočtu není bezproblémové, a proto nelze kraji doporučit metodu aplikovat na sestavování celého návrhu rozpočtu. V závěru jsou navržena možná řešení problémů, které mohou nastat při reformě rozpočtového procesu. |

| Abstract: | The thesis deals with the evaluation of the management of the Central Bohemian Region in the years 2014-2018 with focus on the chapter of transportation and possibility of utilization of the performance budgeting in compilation of the budget of Central Bohemian Region. The main objective of the thesis is to apply the performance budgeting on the chapter of transportation of the Central Bohemian Region and by that, identify the problem areas during the application of the method and to suggest possible solutions of these. In the thesis the method of literary research, comparisons, analysis and synthesis was used. It was found out that the utilization of the performance budgeting in compilation of the budget is not flawless and because of that, it is not possible to recommend applying the method to compile the whole draft of the budget. In the conclusion is suggested possible solution of the problems which could occur during the transformation of the budgetary process. |
