| Abstract: | Předložená disertační práce je věnována analýze a komparaci vývoje politických režimů postsovětských středoasijských republik (konkrétně Kazachstánu, Uzbekistánu a Kyrgyzstánu) v letech 1991–2019. Transformace politických režimů a jejich výsledná podoba patří mezi velké otázky komparativní politologie. Na zkoumané politické režimy nahlížím prizmatem teorie hybridních režimů. Hlavní metodou je zvolená synchronní komparace, která je provedená na základě dvou typů kritérií. Za prvé se jedná o porovnání institucionální podoby režimu, o zvážení vyváženosti moci, zvláštní pozornost je věnovaná změnám v pravomocích prezidentů, jelikož ve dvou ze zkoumaných případech (Uzbekistán a Kazachstán) se jedná o politický systém s dominantním aktérem. Za druhé se zaměřují na otázku volební soutěživosti prostřednictvím sledování legislativních podmínek pro vznik nových politických stran. Pro účely této disertační práce je formulovaná následující hypotéza: Režimy Kazachstánu, Kyrgyzstánu a Uzbekistánu lze hodnotit jako hybridní režimy, a to v podobě specifického typu soutěživého autoritarismu. Na základě komparativní analýzy dospívám k následujícím závěrům: Politické režimy Kazachstánu a Uzbekistánu jsou jistým příkladem autoritářství a proces konsolidace považují za ukončený, nejsou ve sledovaném období rysy tranzitu. Kyrgyzstán, který prošel nejednoznačným politickým vývojem a barevnými revolucemi (2005, 2010), je vnímán jako případ hybridního režimu (soutěživého autoritarismu), ale s neukončenou tranzicí. |

| Abstract: | This thesis is focused on the analysis and comparison of the evolution of political regimes of Kazakhstan, Uzbekistan and Kyrgyzstan since 1991 to 2019. The transformation of political regimes and their forms are among the central issues of comparative political science. I examine these regimes through prism of hybrid regimes theory. The main method is synchronic comparison, which is based on two types of criteria. Firstly, it is a comparison of the institutional form of the regime, a balance of power, and particular attention is paid to changes in the powers of the presidents, because two of them (Uzbekistan and Kazakhstan) are the examples of political system with a dominant actor. Secondly, the study is focused on the issue of electoral competition through the analyzing of legislative conditions for the formation of new political parties. The research hypothesis is following: The regimes of Kazakhstan, Kyrgyzstan and Uzbekistan can be assessed as hybrid regimes, in the form of a specific type of competitive authoritarianism. Based on the comparative analysis I conclude: Political regimes of Kazakhstan and Uzbekistan are the cases of consolidated soft authoritarianism. Kyrgyzstan is a case of hybrid regime (competitive authoritarianism), but with unfinished transition. It has already gone through several complicated phases - passed color revolutions in 2005 and 2010. |
